7:40 p.m. UPDATE California DWR Update On The Oroville Dam Spillway

OUR CREWS ARE SPED OUT. KEEPING A CLOSE EYE ON IT FOR YOU. LISA HAS MORE FOR US WHAT IS THE LATEST? Reporter: JOINING US NOW LIVE, FROM THE DEPARTMENT OF WATER RESOURCES. YOU ARE THE MAN TONIGHT WITH A MAN TO EXPLAIN IT TO US. WE HAVE TWO HELICOPTERS GOING OVER HEAD A SHORT TIME AGO. WHAT IS GOING ON? WE HAVE A SPILL WAY ON TUESDAY LAST WEEK. NOW, WE REDUCED THE FLOW NOW, WE ARE RELEASING WATER NOW ON A LESSER AMOUNT. WE DID NOT WANT TO HAVE EROSION. BY RUNNING WATER OVER THE EXISTING HOLE HERE. NOW, BY INCREASING THE FLOW THAT MIGHT INCREASE IT. NOW, WE — SO WE HAD A MEASURED FLOW THAT WE ARE RELEASING OVER THE SPILL WAY AND BECAUSE WE WERE RELEASING LESS WATER ON THE LAKE THAN COMING IN. THE LAKE WAS INCREASING. IT IS BACK — RAINING QUITE A BIT. WET STORMS COMING IN. NOW, LOOKING AT THE EROSION ON THE SPILL WAY. NOW, STABILIZING. WE WERE COMFORTABLE WITH KEEPING THE FLOW AT THAT RATE. IN FACT, OUR INITIALS I KNOW, WE ARE STILL TALKING ABOUT THE POSSIBILITY OF INCREASING IT. NOW, THINGS ARE GOING OKAY, WE NEED TO KEEP IT WHERE IT IS. THE LAKE IS RISING THROUGH THE WOKE TO A POINT WHERE THE LAKE WAS FILLED. REACHED THE FULL POOL ELEVATION AND IF THE LAKE REACHES THAT POINT, CONTINUES TO RISE IT STARTS FLOWING OVER WHAT WE CALL OUR EMERGENCY SPILL, AUXILIARY SPILL WAY. THAT IS WHAT STARTED YESTERDAY? YES. SORRY I HAVE BEEN HERE FOR AWHILE. YES. LOSING TRACK OF THE DATES. WATER STARTS FLOWING OVER THAT AUXILIARY SPILL WAY. WE KNEW WHEN THE WATER FLOWS OVER THE SPILL WAY IT GO DOWN AND STARTS RUNNING DOWN THE HILLSIDE. THAT HILLSIDE IS NOT LINED WITH CONCRETE. A WOODLAND AREA AND GRASS. SO, IT WAS ERODING DOWN THE HILLSIDE. EXPECTED IT. IT BROUGHT A LOT OF SOIL INTO THE WATERWAY DOWN BELOW. NOW, IT WAS EXPECTED. TODAY, ABOUT 3:00. ONE OF OUR MONITORS, WE HAVE ENGINEERS ALL OVER THE PROJECT RIGHT NOW MONITORING IT. BOTH SPILL WAYS, A VARIETY OF OTHER THINGS THEY ARE — THEY NOTICE THERE WAS AN EROSION FEATURE CALLED A HEAD CUT THAT FORMED AND IN THE PROXIMITY OF THE STRUCTURE ITSELF SO THE CONCERN WITH THAT IS IF THE HEAD CUT MOVES UPSTREAM IT ERODES UPSTREAM — IT WILL — WELL IT COULD JEOPARDIZE THE INSTRUCTURE THAT THE AUXILIARY SPILL WAY IS BUILT ON — STRUCTURE THAT THE AUXILIARY SPILL WAY IS BUILT ON. IT IS NOT SOMETHING YOU CAN MODEL IT HAPPENED QUICKLY. THEY DECIDED TO NOTIFY THE SHERIFF OF THE SITUATION AND THAT WAS THE SHERIFF WHO DECIDED TO ISSUE THE EVACUATION ORDER. THERE IS A PLAN TO DEAL WITH IT. MORE WATER RELEASED TO LOWER THE LEVEL AND THE PRESSURE OF THE LAKE. BASICALLY CUTTING OFF THAT WATER GOING INTO THE SPILL WAY. BUT, NOW, THERE ARE BOULDERS, WE WERE TOLD, BEING PUT INTO THAT AREA? EXPLAIN THAT? IN THE SAME MEETING, THIS ALL HAPPENED QUICKLY. THE SITUATION WAS MADE — THE DECISION WAS MADE BY THE SHERIFF TO DO THE EVACUATION THEY DECIDED TO INCREASE THE AMOUNT OF WATER GOING OVER THE MAIN SPILL WAY. THIS IS THE ONE WITH THE HOLE ALL WEEK. KNOWING THAT IT WILL DO MORE DAMAGE BUT THE BIGGER PROBLEM WAS THE SPILL WAY. BOY INCREASING THE WATER OVER THE — BY INCREASING THE WATER OVER THE PRIMARY AREA IT WILL LOWER THE LAKE. WE DOUBLED IT. 100,000 CUBIC. NOW, THE LAKE IS LOWERING FASTER. THE LAKE WAS IN THE PROCESS OF LOWERING, WATER LESS AND LESS OVER THE SPILL WAY AND SO THEY IMMEDIATELY BROUGHT IT DOWN. THE REASON WHY THEY WANTED TO DO THAT IS BECAUSE THIS HEAD CUT IS FORMED BY THE WATER. ENERGY OF THE WATER CREATING IT. BY BRINGING THE LAKE SURFACE DOWN TO BELOW THE TOP OF THE AUXILIARY SPILL WAY LIP YOU ARE CUTTING OFF THE WATER SUPPLY AND THE ENERGY THAT IS CREATING THAT EROSION. SO, THAT IS THE FIRST THING. RIGHT THE. WE CAN HEAR THE HELICOPTERS ABOVE US. SO, THE PLAN IS THEY WILL CONTINUE TO — LAST I HEARD, THEY WILL CONTINUE TO RELEASE THAT LARGE AMOUNT OF WATER TO BRING THE WATER DOWN THAT IS ON THE SPILL WALL AND REDUCE THE PRESSURE AND AT THE IS SAME TIME MOBILELIZINGSACE S — MOBILIZING. BRINGING CONSTRUCTION HELICOPTERS TO BRING IN BOULDERS. LIKE THE REPAIR YOU WILL DO ON A LEVY WITH A LEVY BREAK. WE HAVE THOSE ASSETS AROUND THE NORTH STATE. I JUST HEARD FROM OUR CAL FIRE COUNTERPARTS THEY ARE IN FULL MOBILIZATION AND BRINGING MORE UP NORTH TO DEAL WITH THIS INCIDENT. Reporter: HOW DANGEROUS IS THE SITUATION RIGHT NOW? I KNOW WE EVACUATED, HOW DANGEROUS? EXTREMELY TK-RPBLS. — DANGEROUS. NOW, THIS IS IN PAST YEARS WE SPILLED MORE WATER THAN THAT DOWN THE FEATHER RIVER. SO, WE ARE BELOW THAT AMOUNT BUT NONE THE LESS WE BROUGHT IT UP QUICKLY THAT IS NOT SOMETHING WE DO BUT WE NEEDED TO. IT IS A SERIES OF DECISIONS TRYING TO MAKE THE BEST OUT OF THE WORST. YES, THE BEST WAY TO PUT IT. ONE OF OUR ANCHORS HAS A QUESTION. YOU ARE DOING A GREAT JOB GETTING US UP TO SPEED. WE WERE DRIVING IN HERE AT 5:00. WE WERE TOLD BY THE DWR WITHIN AN HOUR THEY COULD PERHAPS SEE A STRUCTURAL FAILURE OF THAT SPILL WAY. ARE WE — CAN YOU ASK HIM IF WE ARE OUT OF THE WOODS WITH THAT AND WHY WAS THAT HOUR TIME LINE GIVEN? SO, AS THEY WERE DRIVING UP THEY WERE TOLD — WE ARE TALKING ABOUT TIME LINEUPS, AN HOUR GIVEN THAT THE FLOOD COULD HAPPEN THAT THIS COULD OBVIOUSLY BE A BAD SITUATION, IS THERE STILL A TIME LINE THAT WE ARE LOOKING AT IN THAT SITUATION? OR DO YOU JUST NOT KNOW. I JUST DON’T KNOW. WE ARE EARLY IN THIS. I DON’T HAVE THAT INFORMATION RIGHT NOW. DO YOU KNOW WHY THEY GAVE THAT TIME FRAME INITIALLY WAS IT TO GET PEOPLE OUT OF THE AREA? I THINK SO. THE IDEA WAS TO NOT FOOL AROUND, TO GET THE ORDER OUT AND GET PEOPLE — OBVIOUSLY IT TAKES AWHILE FOR PEOPLE TO GET THE WORD OUT. REVERSE 911 A VARIETY OF TOOLS BUT NOT EVERYONE CAN GET IT OR THEIR PHONE ON AND PEOPLE ON THE ROADS AND TRAFFIC JAMS. NOW, THAT IS GOING ON IN THIS AREA. SO, YES. IT IS — IT IS TO GIVE PEOPLE THE MAXIMUM AMOUNT OF TIME. I WOULD ASSUME. OKAY. WE WILL HAVE THAT LATER. ALL RIGHT, THANK YOU VERY MUCH.

  1. But there is another rain river coming. When everyone is on the roads at the same time …

  2. Californians never had any breaks, no punk intended. First it was the 5 years drought, now with the rain, we thought we could at least flush the toilets w/o feeling guilty, and now this!! It looks like it's delayed and lax maintenance/inspection. We have the technology to initiate such grand project after WWII and built it, but now citizens have to suffer bc it wasn't maintained properly. Those failures/erosion should have been found out decades ago, too many coffee breaks?!?
From Mercury News 2/12/17 " ….Three environmental groups — the Friends of the River, the Sierra Club and the South Yuba Citizens League — filed a motion with the federal government on Oct. 17, 2005, as part of Oroville Dam’s relicensing process, urging federal officials to require that the dam’s emergency spillway be armored with concrete, rather than remain as an earthen hillside. The groups filed the motion with FERC, the Federal Energy Regulatory Commission. They said that the dam, built and owned by the state of California, and finished in 1968, did not meet modern safety standards because in the event of extreme rain and flooding, fast-rising water would overwhelm the main concrete spillway, then flow down the emergency spillway, and that could cause heavy erosion that would create flooding for communities downstream, but also could cause a failure, known as “loss of crest control.”
“A loss of crest control could not only cause additional damage to project lands and facilities but also cause damages and threaten lives in the protected floodplain downstream,” the groups wrote.
FERC rejected that request, however, after the state Department of Water Resources, and the water agencies that would likely have had to pay the bill for the upgrades, said they were UNnecessary. …." Exactly like New Orleans 2005, New York 2001, penny wise, pound foolish in every sense of that expression with all these pre-warnings.

  3. Eric See and all his "experts" obviously never saw the developing threat approaching, which a middle schooler could easily do! Then these stupid taxpaid-pensioners tried to cover their inept incompetence by announcing "all is well" and there's no need to evacuate! Wait, no! They were wrong AGAIN, since 180,000 residents were told to get stuck in slow rolling traffic jams last night! These sleeping governmental morons need to have their pensions clawed back to the U.S. Treasury, 100% of each of them!!

  4. An emergency spillway that in all honesty is not a spillway at all.  Only the government could build something that is nothing.

  5. may be instead of helping Ukrain to built "democracy" it was better to maintain Oroville Dam?

  6. There were issues on the main spillway since 2013, you can google the pics. They have done NOTHING since then to fix the concrete cracks on the spillway… This was not necessary, jail time somebody?

  7. Okay, liberal crybaby hippies, please stop crying about the drought in California. Meanwhile, fear not! Your governor, Jerry Brown Will spend millions and millions protecting illegal immigrants rather than protecting infrastructures and your safety. Thanks!! And, thank you to the department of water resources! One of the most over paid and corrupt state departments there is 🙂 Yes, and a special thanks to the director (directors) of DWR, for knowing the spillway was under engineered for years and doing nothing about it! Yeeeeeeeee!

  8. This "stupid" lazy EMPLOYEE needs
to be FIRED ! Where has he been
for the past several weeks? Nothing
but excuses on excuses. All the top
    Superiors please GO AWAY. We
believe Mr. Trump is just watching.
    Sincerely, Kathleen.

  9. everybody who is fed water from the dam to their homes………turn on all taps fully….I wonder what effect that would actually have ?
    Open fire hydrants…..everywhere.?…..

  10. Am I the only one who thinks this event exemplifies Cloward-Piven strategy?   I.E.   Seeking, to hasten the fall of capitalism by overloading the government bureaucracy with a  “flood”  of impossible demands,  thus pushing society into crisis and economic collapse”.  Satan has BIG plans for all of us good luck!    Brother Steve                 Boycott NFL

  11. He know more than he saying, he was shocked they new that their was a possible breach!

  12. I call it karma on the ignorant people of CA that never learned the truth about green-experiments that killed 9 by Cogen and sickened many in the mountains under a contract by Sierra Pacific Industries to clean out Tahoe dead wood that they didn't want to happen so off to make electricity burning the landfill trash all these people helped make. Payback for ignorance is not bliss. It took 14 years to see karma come. Arnold and Jerry, two terrorists.

  13. Criminal Negligence by Brown et al. Plenty of Billions of $$$ for Illegals. Crazy Liberals!!!! But the severe drought continues

  14. Damn, I would get some of those illegal's you have stashed in your amnesty cities and have them start sand bagging the area. Then start begging Trump for federal aid!

  15. Any spare bitcoin for help please send to –
    1GxtRsAaVnQrdP9xHY4J3j3JKzpCW74Rrs
    Thank you

  16. Under engineered piece of crap. Too often I have my doubts whether or not USA is actually not a first world country but a second world country, just like Russia and China.

  17. this is the same educated idiot who said the emergency spillway wouldn't be flooded over.

  18. GOVERNOR BROWN SHOULD HAVE BEEN MORE OF A RESPONSIBLE GOVERNOR INSTEAD OF BEING SO CONCEITED – HE WAS MORE INTERESTED IN HOARDING THE FUNDING $$$$ FOR OWN DISBURSEMENTS RATHER THAN REPAIRING THE NECESSARY INFRASTRUCTURES – GREED IS SUCH A WEAKNESS WITH GRAVE CONCONSEQUENCES – ISN;T THAT RIGHT GOVERNOR BROWN? DO YOU NOT HAVE A CONSCIENCE FOR YOUR CONSTITUENCY ??????????????

  19. maybe all people need to get down on nasa they know whats up look at the north pole people something is wrong and they are not being tru and letting us in on it thanks for taking tax money and no help shit.

  20. No comment from Governor Clown after the Berkeley riot. Now not a word from him on the dam either. WTF is he doing ? Stoned of his ass on pot somewhere ? – I don't believe the DWR guy.

  21. Pathetic government clueless effort/solutions as usual — this is a simple engineering problem, that sink hole/spillway can be fixed in 24 hours!!
Never mind one should always have a back up one — Fukushima anyone??

  22. Gonna throw my 2 cents at this DAM problem.
If I were them, I'd be cutting in 8 roads to that gaping and growing hole and be using trucks to dump rock in it.
4 roads on each side, dumping huge rocks constantly!
This concept of helicopters is very expensive and they are gonna need way more volume to get to their end goal.
Plus, they need to stop breaking down these large rocks as the water pressure will just blow em out.
That's in part why truck have to be brought in.

  23. This guy is a hack listen for him to say "Unanticipated Underground Hydrolic Fracturing" and run like hell.

  24. This guy has fear in his eyes and in his voice. People need to know that if the spillways colla

  25. why dont we see lines and lines of trucks dumping rocks and concrete to the base and below the auxiliary weir

  26. AS many other people are saying. THEY SHOULD HAVE LET THE WATER OUT MUCH SOONER!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
