I said it last time and I'll say it again. This is a direct result of building large numbers of tract houses upriver from Ellicott City, with their roofs, driveways, sidewalks, and streets, none of which allows for the absorption of rainwater into the ground. The county official who OK'd those houses should die in prison. No joke.
Of course it's worse, as urban sprawl continues the amount of water flow will increase every year.
