Hurricane Florence Update – 09/12/18

>>Gov. McMaster: YOU ARE WELCOME. WE WILL HAVE ANSWERS FOR ALL OF YOUR QUESTIONS WITH JOHN OF THE NATIONAL WEATHER SERVICE.>>THANK YOU, GOVERNOR. GOOD AFTERNOON. HURRICANE FLORENCE IS EXPECTED TO BE A LONG-DURATION HIGH-IMPACT EVENT FOR MUCH OF SOUTH CAROLINA INCLUDING AREAS WELL INLAND FROM THE COAST. THE HURRICANE WATCH AND STORM SURGE WATCH
REMAIN IN EFFECT FROM THE EDISTO BEACH NORTH TO SOUTH SANTEE RIVER. AND THE WATCHES HAVE BEEN TURNED INTO WARNINGS BEYOND THE NORTH CAROLINA/SOUTH CAROLINA BORDERS THIS MORNING. FLORENCE HAS WEAKENED ONLY SLIGHTLY TO A CATEGORY THREE HURRICANE WITH SPEEDS OF 125 MPH. IT’S STILL LOCATED 470 MILES EAST SOUTHEAST
OF MYRTLE BEACH. IT’S MOVING WEST/NORTHWEST AT 16 MPH. FLORENCE IS EXPECTED TO SLOW DOWN OR STALL
AS IT APPROACHES THE SOUTHEASTERN NORTH CAROLINA COAST AS A MAJOR HURRICANE ON FRIDAY. LINGERING NEAR THE NORTH AND SOUTH CAROLINA
COAST INTO SATURDAY WHILE WEAKENING. THIS RESULTS IN A LONG PERIOD OF DAMAGING
WIND, STORM SURGE INUNDATION AND FLOODING RAINFALL ACROSS NORTHEAST PART OF THE STATE. THE FORECAST TRACK OF FLORENCE HAS SHIFTED
FURTHER TO THE SOUTH AND TO SOUTH CAROLINA SINCE YESTERDAY. IT IS NOW EXPECTED TO SHIP INLAND AND TRACK
ACROSS SOUTH CAROLINA THROUGH THE WEEKEND AND INTO THE BEGINNING OF NEXT WEEK. SINCE FLORENCE IS A LARGE HURRICANE, THE OUTER
BANDS COULD BEGIN TO REACH PORTIONS OF THE STRAND ON THURSDAY WITH TROPICAL STORM FORCE WIND ON THURSDAY EVENING. POTENTIAL HURRICANE FORCE WIND ON FRIDAY NIGHT. TROPICAL STORM FORCE WIND COULD REACH THE
SOUTHERN PART OF THE COAST AND EVEN INLAND ACROSS THE MIDLANDS. DURING THE DAY ON FRIDAY. DAMAGING WIND COULD SPREAD INLAND ACROSS MUCH OF THE STATE RESULTING IN DOWNED TREES AND POWER OUTAGES. A STORM SURGE VALUE COULD REACH 6 – 9 FEET
ABOVE GROUND LEVEL IN SOME LOCATIONS NORTH OF MYRTLE BEACH. FOUR – SIX FEET ABOVE GROUND LEVEL AND SOME
LOCATIONS FROM NORTH MYRTLE BEACH TO SOUTH SANTEE RIVER AND TWO – 4 FEET ABOVE GROUND
LEVEL IN SOME LOCATIONS FROM SOUTH SANTEE RIVER TO EDISTO BEACH. APPEARANCE OF HEAVY RAINFALL IS POSSIBLE FRIDAY – MONDAY. RAINFALL AMOUNTS ARE CURRENTLY FORECAST TO
RANGE FROM 10 – 15 INCHES AND FAR NORTHEAST PORTIONS OF THE STATE AND SIX – 10 INCHES
ACROSS THE NORTHERN MIDLANDS AND TWO – 6 INCHES ACROSS THE REST OF THE STATE. HIGHER AMOUNTS COULD BE — EXCUSE ME. LOCAL HIGHER AMOUNTS COULD BE HIGHER THAN
THAT RESULTING IN DANGEROUS FLASH FLOODING. THESE RAINFALL AMOUNTS WILL ALSO RESULT IN
SIGNIFICANT RIVER FLOODING, ESPECIALLY IN THE PD BASIN THROUGH NEXT WEEK. WHILE THE LATEST TRACK COULD RESULT IN AN
EXTENDED PERIOD OF DAMAGING WIND, STORM SURGE AND FLOODING, THE GOOD NEWS IS THAT THE SLOWER APPROACH STILL PROVIDES AN OPPORTUNITY FOR RESIDENTS AND EVACUATION ZONES TO LEAVE AND
OTHERS ACROSS THE STATE TO COMPLETE THEIR PREPARATIONS. THANK YOU, GOVERNOR.>>Gov. McMaster: THANK YOU. AS HE SAID, IT’S SLOWING DOWN. THAT’S THE SPEED IN WHICH THE HURRICANE IS
APPROACHING OUR COAST. NORTH CAROLINA IS SLOWING DOWN AND THE VELOCITY
OF THE HURRICANE IS SLOWING A LITTLE BIT. IT COULD PICK BACK UP AND AS WE HAVE BEEN
PREDICTING, THIS HURRICANE IS UNPREDICTABLE. IT SEEMS TO CHANGE A LITTLE BIT HERE AND THERE
JUST MAKING PREDICTIONS VERY DIFFICULT BUT WITH ALL THE INFORMATION THAT WE ARE GETTING
FROM AROUND THE WORLD ON THIS HURRICANE, I CAN ASSURE YOU, WHAT WE ARE TELLING YOU HERE
IS THE VERY BEST INFORMATION AVAILABLE. POINT NUMBER ONE: IF YOU ARE IN A EVACUATION
ZONE AND THOSE YOU CAN SEE BY GOING TO THE WEBSITE. IF YOU ARE IN ONE OF THOSE EVACUATION ZONES
IN THESE COUNTIES, YOU NEED TO LEAVE NOW. THOSE ZONES ARE IN CHARLESTON COUNTY, GEORGETOWN COUNTY, DORCHESTER COUNTY, HORRY COUNTY AND BERKELEY COUNTY. YOU CAN GO AND SEE ON THE MAPS THEY ARE IF
YOU ARE IN THE ZONE. IF YOU ARE IN ONE OF THOSE ZONES, THEN YOU
MUST EVACUATE. 300,000 PLUS PEOPLE ALREADY HAVE DONE IT. AS YOU CAN SEE THERE, THE HIGHWAYS ARE MOVING
SMOOTHLY. THE LANE REVERSALS ARE WORKING VERY WELL. WE ARE GETTING PEOPLE OUT OF HARM’S WAY. ONCE THAT HURRICANE HITS, ONCE THE HIGH WIND
GETS HERE WHETHER IT’S THURSDAY NIGHT OR SOMETIME FRIDAY MORNING, ONCE THEY GET HERE, IT WILL
BE VERY DIFFICULT, IF NOT IMPOSSIBLE FOR ANYONE TO COME RESCUE YOU IF YOU ARE IN HARM’S WAY
AND ONE OF THOSE ZONES. IT WILL BE VERY DIFFICULT. IN FACT, WE WILL START PULLING ALL THE ASSETS
OUT OF DIRECT AT SOME TIME BECAUSE EVEN THE RESCUERS CANNOT STAY THERE AND FIGHT WHAT
IS COMING. AT THIS TIME, I HAVE NOT ORDERED AN EVACUATION
FOR JASPER, BUFORD AND COLLERTON COUNTIES IN THE ZONES THERE. I’VE NOT ISSUED THAT AT THIS TIME. BUT, SHERIFF TANNER AND OTHERS AND OTHER OFFICIALS THEY ARE IN OTHER COUNTY OFFICES HAVE SAID, IF YOU ARE IN AN AREA THAT USUALLY FLOODS,
IF YOU ARE IN A LOW-LYING AREA EVEN IF YOU ARE NOT IN AN EVACUATION ZONE OR YOU ARE IN
ONE OF THOSE COUNTIES IN AN EVACUATION ZONE WHEN THE ORDER HAS NOT BEEN TO EVACUATE, LEAVE! GO AHEAD AND LEAVE AND GO TO FIND HIGHER GROUND. BECAUSE, YOU MIGHT BE IN DANGER. THIS IS A BIG, BIG STORM. FINALLY, THERE IS GOING TO BE A LOT OF HEAVY
RAIN. WITH THIS HURRICANE. WE KNOW THIS. IT’S SOMETHING THAT IS UNUSUAL ABOUT THIS
HURRICANE. THIS HURRICANE IS BRINGING RAIN AND WATER
THAT WE HAVE NOT SEEN BEFORE. AND HURRICANES. WE’VE SEEN HIGH WIND, NOTABLY WITH HUGO. THESE WINDS MIGHT BE THAT HIGH AS WELL BUT
THIS WILL LIKELY BE MORE RAIN THEN WE SAW WITH HUGO OR OTHER HURRICANES. THAT IS BECAUSE, AS BEN EXPLAINED, WHEN THIS
HURRICANE GETS TO LAND, IT IS LIABLE TO STOP THERE TO CONTINUE ITS FLOW OF RAIN ON US BUT
TO MOVE VERY SLOWLY AND MIGHT EVEN COME DOWN THE SOUTH CAROLINA COAST SO WE WILL HAVE WATER COMING DOWN FROM NORTH CAROLINA. SO, THE HEAVIER RAIN THERE AS WELL IS IN THE
SOUTH CAROLINA EXTREMES SO, BE AWARE IF YOU ARE IN A LOW-LYING AREA, BE AWARE AND WE WILL
ALL BE ON THE LOOKOUT FOR MAJOR FLOODING. SO, WITH THAT, GENERAL LIVINGSTON?>>TEAM SOUTH CAROLINA CONTINUES TO SUPPORT
THE EVACUATION AREA EFFORTS OF OUR CITIZENS. WE ARE POISED AND CONTINUING TO SHIFT ASSETS,
GOVERNOR’S ORDERS ALLOW US TO SHIFT ASSETS THROUGHOUT THE STATE TO BE PREPARED AFTER
THE STORM FOR SEARCH AND RESCUE, FURTHER EVACUATIONS, SECURITY AND CLEARING. WE HAVE COORDINATED WITH THE NEIGHBORS TO
THE SOUTH TO GET FURTHER ASSETS INTO SOUTH CAROLINA, IF NEEDED. WE ARE COORDINATING WITH NORTH CAROLINA AND
VIRGINIA TO HAVE COORDINATED RESPONSES TO THE STORM. WE HAVE FEDERAL MILITARY ASSETS AVAILABLE,
WE WILL ACTUALLY HAVE A HELICOPTER CARRIER AND LATORIAL SHIP AFTER THE STORM TO HELP
US SO, ASSETS ARE THERE. AND, WE WILL BE PREPARED TO DEPLOY THEM TO
SUPPORT THE CITIZENS OF SOUTH CAROLINA.>>Gov. McMaster: ONE QUESTION, GENERAL. IS THIS THE FIRST TIME WE HAVE HAD THOSE SHIPS
OFFSHORE?>>YES, GOVERNOR. IT’S THE FIRST TIME WE’VE HAD THOSE SHIPS
OFFSHORE AND IT’S A GREAT ASSET. WE APPRECIATE THE PRESIDENT PROVIDING THAT
AND WE HAVE HAD TIGHT COORDINATION SO THAT WITH THOSE ASSETS AND WHEN THEY ARE USED,
THEY WILL BE PROPERLY USED AND EFFECTIVELY USED.>>Gov. McMaster: THANK YOU. TERRY HALL?>>THANK YOU, GOVERNOR. JUST A QUICK UPDATE ON THE TRAFFIC FLOWS. CURRENTLY, WE ARE STILL SEEING VERY HIGH TRAFFIC VOLUMES COMING IN TO THE MYRTLE BEACH AND GEORGETOWN AREA. ROUGHLY 2 – FOUR TIMES NORMAL VOLUMES OF
HIGHWAYS COMING OUT OF THAT PARTICULAR SECTION OF THE STATE AND THE PD AREAS. WITH REGARDS TO CHARLESTON, WE ARE SEEING
COMING OUT OF THE CHARLESTON REGION, ABOUT 1.5 TIMES THE NORMAL VOLUMES. COMING UP OUT OF I-26. OUT OF THE CHARLESTON REGION. GOVERNOR? THAT CONCLUDES MY REPORT.>>Gov. McMaster: THANK YOU, MA’AM. MR. SMITH?>>THANK YOU, GOVERNOR. LEROY SMITH, SOUTH CAROLINA DEPARTMENT OF
PUBLIC SAFETY. ON I-26 AND US 501 LANE REVERSAL ROUTES ARE
OPERATING VERY WELL. WE DID HAVE TWO MINOR COLLISIONS ON THE REVERTED SIDE OF I-26 ONE MINOR COLLISION IN ORANGEBURG AND ONE MINOR COLLISION IN COLUMBIA. OUR LOCAL EVACUATION ROUTES ARE OPERATING
WELL. WE HAVE REPOSITIONED OUR UNITS AND OFFICERS
IN THE BEAUFORT COUNTY AREA, WAITING FOR ANY TYPE OF INFLUX OF TRAFFIC AFFECTING US 21
AND US 278 TO KEEP THE TRAFFIC FLOWING IN THE AREA. OUR PLAN IS TO TERMINATE LANE REVERSAL ROUTES
BEFORE THE ONSET OF TROPICAL STORM FORCE WIND. SO FAR, THE I-26 CORRIDOR AND THE PLAN – THE
TENTATIVE PLAN IS TO CLOSE THAT REVERSE ROUTE ON TOMORROW AT 6:00 PM. THAT MEANS IF YOU ARE IN FRONT OF THE TROOPER’S
VEHICLE AT 6:00 PM, YOU WILL HAVE THE OPPORTUNITY TO CONTINUE TO COLUMBIA IN THE AREA AND AS
FOR US 501, WE WILL CLOSE THAT REVERTED SIDE AT 12 NOON MEANING THAT IF YOU ARE IN FROM
THE TROOPER VEHICLE ONCE THE REVERSE FLUSHING PROCESS STARTS, YOU CAN CONTINUE THROUGHOUT
THE 30 MILE ROUTE.>>Gov. McMaster: 12 NOON ON WHAT DAY?>>TOMORROW.>>Gov. McMaster: THANK YOU. ONE QUESTION FOR SECRETARY HALL. THE ADDITION ON I-20 NEAR BISHOP – COULD
YOU ADDRESS THAT?>>YES, SIR. THANK YOU, GOVERNOR. AS YOU KNOW, WE HAVE A BRIDGE PROJECT THAT’S
UNDERWAY ON I-20 AT ABOUT MISSION VILLE AREA AND SO WE HAVE BEEN MONITORING THAT DELAY
GOING THROUGH THAT AREA AS PART OF THE EVACUATION PLAN. WE’VE SEEN ABOUT A 30 MINUTE DELAY ON PRETTY
STEADY AT FIVE – 6 MILE CONGESTED AREAS ON THAT SECTION SO WE HAVE BEEN WORKING WITH
THE LOCAL LAW ENFORCEMENT AND DEPARTMENT OF PUBLIC SAFETY TO IMPLEMENT A NEW PLAN TO TRY
TO AFFECT THAT MERGE AREA IN A MORE EFFICIENT AREA TO GET TRAFFIC MOVING THROUGH THE AREA.>>Gov. McMaster: THANK YOU VERY MUCH. CHIEF KIEL?>>THANK YOU, GOVERNOR. CHIEF KIEL, SLED. JUST WANT TO LET YOU KNOW THAT THERE ARE 450
STATE LAW ENFORCEMENT OFFICERS HAVE BEEN DEPLOYED TO THE COASTAL REGIONS. THOSE OFFICERS RIGHT NOW ARE PARTICIPATING
IN TRAFFIC LANE REVERSALS AND EVACUATION PROCESS. THEY WILL BE TRANSITIONING TO A SECURITY JOB
AS SOON AS THE POST-STORM AGAIN, AS I SAID THE OTHER DAY, IT’S NOT THE TIME FOR INDIVIDUALS
TO TAKE ADVANTAGE OF THOSE WHO HAVE EVACUATED THEIR HOMES AND BUSINESSES. OFFICERS WILL BE OUT IN FORCE ALONG WITH THE
LOCAL LAW ENFORCEMENT COMMUNITY TO SEE THAT THOSE ARE NOT – THOSE INDIVIDUALS WHO HAVE
EVACUATED THOSE AREAS ARE NOT TAKEN ADVANTAGE OF. THANK YOU.>>Gov. McMaster: THANK YOU. DIRECTOR WILSON.>>THANK YOU, GOVERNOR. DHEC CONTINUES TO PERFORM PRE-STORM ASSESSMENTS
OF DAMS ACROSS THE STATE AS OF THIS MORNING WE HAVE DONE 181 OF THOSE. I WOULD ENCOURAGE DAMN OWNERS, WHETHER IT’S
A STATE REGULATED DAM OR NOT, IF ALL THE WEATHER IS STILL GOOD TO TAKE STEPS TO LOWER THE WATER
LEVEL IN THEIR POND OR RESERVOIRS. IN ANTICIPATION OF THE HEAVY RAIN. ALSO, INSPECT SPILLWAYS AND EMERGENCY SPILLWAYS
TO MAKE SURE THEY ARE CLEAR OF DEBRIS. WE ARE HELPING WITH EVACUATION AND ASSESSING
THE EVACUATION OF HEALTHCARE FACILITIES IN THE EVACUATION ZONES. WE NOW HAVE THREE SPECIAL MEDICAL NEEDS SHELTERS
IN WITH STAFF GOING TO ADDITIONAL ONES AS NEEDED. THANK YOU, GOVERNOR.>>Gov. McMaster: THANK YOU VERY MUCH. MRS. MITCHELL, DSS?>>THANK YOU, SIR.>>AN UPDATE ON THE SHELTER SITUATION. AS OF 215 WE HAD 34 SHELTERS THAT ARE OPENED
WITH A CAPACITY OF 35,000. CURRENTLY, THERE ARE 1800 PEOPLE ACROSS SOUTH
CAROLINA IN SHELTERS. THEY ARE 19 ADDITIONAL SHELTERS ON STANDBY
THAT WOULD INCREASE OUR CAPACITY FOR ADDITIONAL 33,000. WE CURRENTLY HAVE THREE SHELTERS THAT ARE
ACCEPTING PETS. CANE BAY HIGH SCHEDULE OF BERKELEY, LAKE MARION
HIGH IN ORANGEBURG AND THE BOWS MIDDLE AND DORCHESTER. THE FULL, LIVE LIST OF SHELTER OPENINGS IS
ON THE WEBSITE SCEMD.org OR ON THE MOBILE APP. IF YOU ARE GOING TO A SHELTER, YOU WILL NEED
TO TAKE BLANKETS, PILLOWS, COMFORT ITEMS, MEDICINES, IF YOU HAVE ANY CHRONIC CONDITIONS
SUCH AS HIGH BLOOD PRESSURE DIABETES. IDENTIFICATION DOCUMENTS AND SPECIAL FOOD
RESTRICTIONS IF YOU HAVE SMALL CHILDREN OR IF YOU ARE ON A RESTRICTED DIET. ALSO, ON THE WEBSITE NOW, THERE IS A PLACE
YOU CAN GO TO SEE IF THE SHELTER IS PET FRIENDLY.>>THANK YOU, GOVERNOR. FOR THOSE IN THE EVACUATION ZONES SEEKING
OVERNIGHT ACCOMMODATIONS, IT IS VERY FLUID. IT COULD BECOME VERY SPOTTY. I WOULD ENCOURAGE YOU TO CHECK HOTEL BRAND
WEBSITES OR TRAVEL AGENT SITES SUCH AS EXPEDIA OR TRAVELOCITY OR AIRBNB.COM. SHORT-TERM RENTALS AS WELL FOR ABILITY, YOU
CAN POSSIBLY CALL THE HOTEL TO CONFIRM RESERVATIONS. THANK YOU.>>THANK YOU, GOVERNOR. THE STATE FIRE DIVISION OF DEPARTMENT OF LABOR
LICENSING AND REGULATIONS HAS BEEN COORDINATING AND PLANNING WITH SEARCH AND RESCUE OVER THE
LAST FEW DAYS. WE HAVE ABOUT 750 RESCUE PERSONNEL ROSTERED
AND READY TO RESPOND TO THE STORM. THE PERSONNEL CONSISTS OF TEAMS OF IN-STATE
FIREFIGHTER RESCUE PERSONNEL. AS WELL AS WE HAVE SEVERAL TEAMS FROM THE
STATES OF TENNESSEE AND LOUISIANA THAT HAVE RESPONDED TO SOUTH CAROLINA TO HELP WITH THIS
STORM. TEAMS FROM FEMA STATIONED HERE IN COLUMBIA
TO RESPOND TO THE STORM IF NEEDED. ALL OF THESE ARE PREPARED FOR SWIFT WATER
AND OTHER SEARCH AND RESCUE MISSIONS THAT MAY BE NECESSARY. THIS IS IN ADDITION TO ALL THE LOCAL FIREFIGHTERS
THAT HAVE STAYED TO HELP WITH THEIR HOME BASES, THEIR LOCAL JURISDICTIONS FOR THE STORM. THANK YOU, GOVERNOR.>>THANK YOU, SIR. WE’RE FULLY OPERATIONAL HERE WITH THE FULL
STATE AGENCY STAFFING. THE STATE EMERGENCY RESPONSE TEAM HAS THREE PRIORITIES RIGHT NOW. ONGOING EVACUATION AND SHELTERS AND WILL GO INTO THE INITIAL RESPONSE AND EVENTUALLY INITIAL DAMAGE ASSESSMENT. ALSO PLANNING FOR POTENTIAL FLOOD FIGHTING OPERATIONS IN THE NEAR TERM AS WELL. IN TERMS OF COUNTIES, THE EMERGENCY OPERATIONS CENTERS ARE OPEN IN 14 COUNTIES RIGHT NOW. THE PRIMARY FOCUS IS SIMILAR AS EVACUATION
AND SHELTER THAT IS GOING ON. WE HAVE PERSONNEL DEPLOYED AND EMBEDED IN EMERGENCY CENTERS IN 10 COUNTIES, ALL COASTAL COUNTIES AND TWO INLAND COUNTIES THAT MAINTAIN SITUATIONAL AWARENESS AND PROVIDE EXPERTISE AND ASSISTANCE TO LOCAL AUTHORITIES BUT WE CONTINUE TO WORK WITH LOCAL AUTHORITIES RANGING FROM AMBULANCE TO BUSES AND GENERATORS. WE CONTINUE TO WORK WITH BRINGING IN ADDITIONAL ASSETS FROM OUT-OF-STATE. POTENTIALLY FEMA AS WELL. ON THE PUBLIC INFORMATION SIDE, WE CONTINUE
TO EMPHASIZE PERSONAL PREPAREDNESS. THROUGH THE SOCIAL MEDIA PART OF IT. WE WANT TO REMIND EVERYBODY THAT WE HAVE GOT THE PUBLIC INFORMATION PHONE SYSTEM. THEY WILL ANSWER EVACUATION SHELTER ISSUES
THAT YOU MIGHT HAVE OR ANY OTHER QUESTIONS YOU MIGHT HAVE. ALSO REMIND EVERYBODY THEY CAN GO TO OUR WEBSITE SCEND.ORG AND YOU CAN GO TO “KNOW YOUR ZONE” JUST TYPE IN YOUR ADDRESS AND IT WILL SHOW YOU WHERE
YOU’RE AT IN TERMS OF THAT. IT IS ALSO AVAILABLE ON OUR SOUTH CAROLINA
EMERGENCY MANAGER APP THAT CAN BE DOWNLOADED AND INSTALLED ON YOUR CELL PHONE.>>COLONEL TAYLOR?>>THANK YOU, GOVERNOR. I WANT TO TAKE A MOMENT TO SHIFT AND TALK
ABOUT THE HIGHWAYS AND EVACUATIONS AND SHIFT TO THE WATERWAYS FOR A SECOND. THE GOVERNOR SAID IT’S BEEN VERY UNDETECTABLE
AS WE MOVE FORWARD TO PLAN FOR THE STORM ACTIVITY. WITH THE SHIFT OF THE STORM WE NOW KNOW THAT WE ARE GOING TO HAVE POTENTIAL EXCESS RAIN ACROSS THE STATE. 10 INCHES PLUS OVER MOST OF THE STATE. WE ARE NOW IN THE PROCESS OF PLANNING BEFORE
THE STORM GETS HERE ON HOW WE WILL RESPOND TO COMMUNITIES IF WE HAVE FLOOD SITUATIONS. WE ARE WORKING WITH STATE PARTNERS TO PUT PLANS
TOGETHER. THE PLANS ARE IN PLACE NOW. WE WILL BE PLANNING FLOOD MAPPING SO THAT
WE CAN SEE THE AREAS THAT HAVE POTENTIAL TO BE FLOODED. SO THAT WE CAN PRE-POSITION AND BE PREPARED
TO MOVE INTO THOSE AREAS FOR SEARCH AND RESCUE FOR THOSE THAT MIGHT BE IN A FLOOD PRONE AREA
AND TRAPPED. AS WAS STATED, FOR THE FOLKS IN THOSE AREAS
WHERE THEY MAY LEAVE THEIR HOMES, IT PROVIDES SECURITY FOR HOMES. FOR BOATERS, I WOULD ADVISE YOU NOW THAT THE
STORM HAS SHIFTED, TO SECURE YOUR WATERCRAFT ON THE WATERWAYS. NOW IS THE TIME TO DO THAT BEFORE THE STORM GETS HERE. ALSO, IF YOU ARE A BOATER IN A FLOOD PRONE
AREA PLEASE REFRAIN FROM JOYRIDING. TO LOOK AT FLOODED AREAS AND TO LOOK, BECAUSE
DAMAGE COULD BE CAUSED TO PROPERTY. THANK YOU, GOVERNOR. [INAUDIBLE]
>>GOOD AFTERNOON. WE HAVE ABOUT 100 AGENTS OUT RIGHT NOW WORKING THE LANE REVERSALS. PUBLIC SAFETY WILL BE WORKING WITH PROVIDING SECURITY FOR THE COMMUNITIES THAT NEED IT AS WELL AS WORKING WITH DEPARTMENT OF NATURAL RESOURCES WITH ANY TYPES OF FLOOD SITUATION THAT MAY OCCUR. WE ARE A LAW ENFORCEMENT PARTNER THAT WILL
BE DOING THIS AS NEEDED. THANK YOU VERY MUCH. [INAUDIBLE]
>>DEPARTMENT OF MOTOR VEHICLES IS FOCUSED INITIALLY, RIGHT NOW, ON ANSWERING THE PHONES
FOR THE STATE. WITH THE PHONE INFORMATION SYSTEM. POST LANDFALL, WE WILL BE ABLE TO GO AHEAD
AND ENSURE THAT WE CAN COVER DOWN ON INSURANCE CLAIMS. WE HAVE TWO REMOTE CAPABILITIES THAT WE WILL
USE TO GO AHEAD AND EITHER AUGMENT ORGANIZATIONS AND OFFICES THAT DO NOT HAVE ELECTRICITY OR
WE WILL WORK WITH THE INSURANCE COMPANIES. IT’S AN COMMUNITY ACTION, AN EMERGENCY SERVICES VEHICLE, IT IS A SELF-CONTAINED BRANCH OFFICE THAT WE CAN GET PEOPLE’S LICENSES AND TITLE INFORMATION SO THEY CAN GO AHEAD AND PROVIDE CLAIMS. THE SECOND, WE HAVE TWO KITS THAT ARE SELF-CONTAINED HAZARD AREA RESPONSE KITS. THEY HAVE GENERATED POWER AND ABLE TO GO AHEAD AND LIGHT UP DMV WITHOUT POWER SO WE CAN CONTINUE TO MEET THE NEEDS OF THE COMMUNITY. THERE ARE ONLY THREE, THEY DO NOT PROVIDE
AS MUCH RESPONSE AS WE HAVE GOT BUT WE WILL GET ALL OF THEM OUT THERE TO TAKE ADVANTAGE
OF THE SITUATION AS WE CAN. THE SECOND AREA IS THE STATE IS NOT FOCUSED
SOLELY ON RESPONSE. WE BELONG TEMPERAMENT WITH REGARD TO RECOVERY. THE SOUTH CAROLINA DISASTER RECOVERY OFFICE
IS ALREADY LOOKING AT WHAT IT WILL DO TO HELP RECOVER, HAVING GONE THROUGH TWO OF THESE PRIOR. THE BIGGEST PIECE IS TO IDENTIFY VULNERABLE
PORTIONS OF THE COMMUNITY. PRIMARILY THOSE IN THE LOWEST INCOME INDIVIDUALS,ELDERLY AND THOSE WITH DISABILITIES. IDENTIFY WHERE THE PROBLEMS ARE IN TERMS OF
WHETHER OR NOT THE HOMES ARE HAVING ISSUES. AND WORK WITH THE VOLUNTEERS ACTIVE IN DISASTER, PRIMARILY THE FAITH-BASED COMMUNITY, TO GET HELP TO INDIVIDUALS AND START MUCKING AND GUTTING ON DAY ONE. SO THAT WE CAN DO THE LONGER TERM RECOVERY OVER TIME. [INAUDIBLE]
>>THANK YOU, GOVERNOR. ONCE THE STORM HAS PASSED AND CITIZENS CAN
RETURN TO THEIR HOMES, YOU NEED TO KNOW THAT THE INSURANCE INDUSTRY WILL BE OUT IN FORCE. THEY ARE STAGING ALREADY. THEY WILL BE READY TO MEET WITH CUSTOMERS
TO ADJUST CLAIMS. WE WILL HAVE APPROPRIATE INSURANCE — WHERE
CITIZENS CAN SPEED UP THE CLAIMS PROCESS. ANY CITIZENS THAT HAVE AN ISSUE WITH THEIR
INSURANCE COMPANY, FEEL FREE TO GO ON OUR WEBSITE, DOI.SC.gov. THANK YOU. [INAUDIBLE]
>>THANK YOU, GOVERNOR. NINNETTE EDWARDS, DIRECTOR OF REGULATORY STAFF. WE HAVE BEEN WORKING WITH OUR PARTNERS, THE
OFFICE OF REGULATORY STAFF. WE ARE AWARE, MONITORING CLOSELY THE USE OF FUEL IS BEING MONITORED CLOSELY FOR THE USE OF EVACUATION. I HAVE TO SAY THAT THE APPLICATION KNOWN AS
GASBUDDY HAS BEEN WORKING VERY CLOSELY WITH US AND GETTING US HOURLY UPDATES. AS WE SEE THE PROCESS OF PEOPLE GOING TO THE
GAS PUMP, GETTING THE GASOLINE AS THEY EVACUATE. I WOULD LIKE TO TAKE A MOMENT TO ASK THAT
YOU TAKE WHAT YOU NEED FOR PURPOSES OF EVACUATION BUT THAT YOU NOT HOARD. GO TO THE GAS STATION, FILL UP CONTAINERS. BECAUSE AS YOU GET DOWN THE HIGHWAY TOWARDS COLUMBIA, YOU WILL FIND GAS SUPPLIES ARE READILY AVAILABLE. WITH REGARD TO THE UTILITY PARTNERS, WE ARE
IN GOOD SHAPE. THEY ARE STAGING, THEY ARE GETTING PREPARED,
WE HAVE NO ISSUES THERE AND I WOULD SAY THAT WE ARE IN GOOD SHAPE.>>THANK YOU. [INAUDIBLE]
THERE HAS BEEN A LOT OF COMMUNICATION. IF ANYONE HAS ANY QUESTIONS
WE WILL BE GLAD TO ANSWER THEM — YES, MA’AM.>>Reporter: YOU SAID 300,000. IS THAT CARS OR PEOPLE? PEOPLE. AND WE EXPECT MORE NOW.>>ANYTHING ABOUT THE CLEMSON AND USC FOOTBALL GAMES ON SATURDAY?>>NO. — 2015, CAN WE COMPARE THAT? WHAT IS THE — [INAUDIBLE QUESTION]
>>WE REALLY DON’T KNOW. WE THINK IT MAY EVEN BE WORSE. THE REASON IS IN THOSE EVENTS IN PAST YEARS
WE HAVE STORMS COMING THROUGH AND TURNING ON AND GOING UP THE COAST AND GOING THROUGH
QUICKLY. BECAUSE OF THE HIGH PRESSURE RIDGE THEY CALL
IT IN WEATHERLAND, THERE IS A RIDGE THROUGH WHICH THE STORM CANNOT PENETRATE. SO IT IS GOING TO STAY RIGHT THERE. LIKE IT IS UP AGAINST A WALL AND LIKELY TURN
AND COME DOWN TO THE SOUTH. THAT MEANS WHATEVER RAIN IS IN THE HURRICANE
IS GOING TO HAVE A WHOLE LOT OF TIME TO RAIN ON NORTH CAROLINA AND SOUTH CAROLINA. AS WE KNOW, A LOT OF THE RAIN GOES INTO NORTH
CAROLINA ENDS UP IN RIVERS GOING DOWN INTO SOUTH CAROLINA. WHICH WILL INCREASE THE FLOW IN OUR STATE. WE EXPECT A LOT OF RAIN. THAT TYPICALLY MEANS A LOT OF FLOODING. EVEN THOUGH AS HAS BEEN EXPLAINED, SOME OF
OUR RIVERS RIGHT NOW ARE LOW BECAUSE OF NOT THAT MUCH RAIN RECENTLY. THAT HELPS A LITTLE BIT TO ACCOMMODATE WHAT
IS COMING BUT THERE IS SO MUCH COMING THAT WE KNOW WE ARE GOING TO HAVE A LOT OF FLOODING. THAT IS WHY WE ARE URGING EVERYONE, IF THEY’VE
EXPERIENCED FLOODING BEFORE THEY ARE LIKELY TO EXPERIENCE IT AGAIN. FIND SOMEPLACE SAFE TO STAY. [INAUDIBLE QUESTION]
>>PARTICULARLY, WHERE ONE FACILITY, McDOUGALL JUST OUTSIDE RIDGE FIELD, ALMOST IN DORCHESTER AND BERKELEY LINE. WE ARE IN CONSTANT COMMUNICATION WITH DIRECTOR STERLING. WE ARE GETTING INFORMATION AND THE ANALYSIS SO FAR IS TOWARDS THE END OF THE EDGE OF ONE OF THE EVACUATION ZONES AND BECAUSE OF THE
PLACEMENT AND BECAUSE OF THE TYPES OF BUILDINGS AND A LOT OF OTHER CONSIDERATIONS, IT IS SAFER
TO STAY ON CAMPUS THAN IT IS TO TRY AND GET OFF. THAT IS THE CONCLUSION AT THIS TIME. [INAUDIBLE QUESTION]>>YES, IT IS.>>ARE THERE PREPARATIONS — [INAUDIBLE QUESTION]
>>I’VE NOT SPOKE WITH THE DIRECTOR BUT I THINK THE FACILITY IS PRETTY SOLID. I DO NOT THINK THEY WILL BE MOVING AT THIS
TIME. [INAUDIBLE QUESTION]
>>MY UNDERSTANDING IS THEY MAY HAVE MOVED SOME INMATES FROM ONE LOCATION BUT THAT IS
SOMETHING I READ. [INAUDIBLE QUESTION]
>>THAT MIGHT BE, YES. A MORE SECURE FACILITY. [INAUDIBLE QUESTION]
>>I THINK McDOUGALL.>>McDOUGALL IS A LEVEL II FACILITY. 672 INMATES. AGAIN, WE ARE IN CONSTANT COMMUNICATION WITH DIRECTOR STERLING AND HIS OFFICE WITH THE BEST THING TO DO. [INAUDIBLE QUESTION]
>>WHY ARE YOU CONFIDENT YOU WILL HAVE WHAT YOU NEED TO GET THAT DONE? IT WILL BE A HUGE RESPONSE.>>WELL, IT IS. BECAUSE WE HAD BEEN IN TOUCH WITH NOT ONLY
THE TEAM IN SOUTH CAROLINA WHICH YOU HAVE SEEN REPRESENTED HERE IN THESE BRIEFINGS,
BUT ALSO OUR NEIGHBORS IN NORTH CAROLINA. WE HAVE HAD CONTACT WITH MISSISSIPPI, ALABAMA, FLORIDA, GEORGIA, NORTH CAROLINA. AS WELL AS THE FEDERAL GOVERNMENT WHICH HAS
DONE EVERYTHING WE HAVE ASKED THEM SO FAR. WE SPOKE TO BEN CARSON TODAY, WE TALKED TO
EVERYONE IN THE ADMINISTRATION. THE DIRECTOR OF HOMELAND SECURITY, THEY ARE
ALL AVAILABLE FOR FURTHER REQUESTS AND THEY ARE ALL VERY — INCLUDING PRESIDENT TRUMP. THEY’RE ALL VERY EAGER TO SEE THAT WE DO NOT
SUFFER ANY MORE DAMAGE IN SOUTH CAROLINA THAN WE HAVE TO. THEY WANT TO BE SURE THAT WE LOSE NOT ONE SINGLE LIFE. JUST AS WE DO. WE DO NOT WANT TO TAKE ANY CHANCES. WE HAVE THE FULL AUTHORITIES WORKING TOGETHER. I NEED TO SAY PROBABLY IN SOUTH CAROLINA,
WE MAY BE DOING IT IN A MORE COORDINATED FASHION THAN A LOT OF OTHER STATES HAVE. WE HAVE BEEN THROUGH THIS A NUMBER OF TIMES. TO GIVE YOU AN EXAMPLE, OUR REVERSAL OF THE
LANES, MOST STATES DON’T DO THAT. BUT WE HAVE ACCOMPLISHED IT A SMOOTH AS SILK.>>WITH THAT BEING SAID, IS THERE ANY CONCERN
YOU MIGHT HAVE TO PUT THEM BACK IN?>>EVERYTHING DEPENDS ON THE FACTS. EVERYTHING THAT WE DO, EVERY WORD THEY HEAR
SPOKEN IS BASED ON DATA AND FACTUAL INFORMATION THAT IS COMING NOT ONLY FROM THE LOCAL OFFICIALS, FROM THE PUBLIC BUT FROM PROFESSIONALS, LITERALLY AROUND THE WORLD. WE HAVE SATELLITES AND INFORMATION THAT MAKES THIS A VERY PRECISE MEASUREMENT. ALWAYS, IN THE CASE OF THIS HURRICANE, SUBJECT
TO CHANGE WITHOUT NOTICE. [INAUDIBLE QUESTION]
>>EVERYTHING WE DO IS BASED ON SOLID FACTS. WE ARE CAREFUL TO BE PRECISE AND TO DO EXACTLY WHAT WE NEED TO DO WHEN WE NEED TO DO IT.>>WITH THE CONE OF UNCERTAINTY AND THE FLOODING COVERING THE STATE, IS THERE A PLACE WHERE PEOPLE SHOULD EVACUATE? OUTSIDE OF THE STATE?>>THEY CAN GO WHEREVER THEY ARE COMFORTABLE. THEY HAVE RELATIVES IN OTHER STATES OR UPSTATE. THERE MAY BE PEOPLE IN THE MIDLANDS. JUST GO WHERE YOU WOULD LIKE TO GO. WE HAVE A LOT OF HOTEL ROOMS STILL AVAILABLE. THE THING TO DO IS GET AWAY FROM THE STORM. WHERE YOU GO TO IS SECONDARY. YOU HAVE TO GET AWAY FROM WHAT IS COMING BECAUSE WE KNOW IT IS COMING, WE KNOW IT WILL BE BAD AND WE KNOW WE’LL HAVE FLOODING AFTERWARDS. WE BELIEVE THIS IS UNLIKE WHAT WE HAVE SEEN BEFORE. THE ANSWER IS, BE PREPARED. PREPARE FOR THE WORST, HOPE FOR THE BEST AND
THAT IS WHAT WE ARE DOING. [INAUDIBLE QUESTION]
>>WHAT ABOUT THE AIR? PEOPLE TRY TO FLY AWAY.>>I WOULD SAY YOU CAN GET THAT INFORMATION
WHEN YOU GO TO GET YOUR RESERVATION. THEY WILL HAVE PLENTY OF INFORMATION. THE FEDERAL AVIATION ADMINISTRATION WILL TAKE
CARE OF THOSE THINGS. YES, SIR? [INAUDIBLE QUESTION]
>>YOU HAVE 300,000 OF 1800 PEOPLE IN SHELTERS. ARE YOU CONCERNED —
>>NO, SIR. WE KNOW THEY ARE LISTENING BECAUSE THEY ARE
MOVING. WE KNOW FROM OTHER EVENTS THAT THEY ARE MOVING VERY WELL. THERE MAY BE AS MANY AS A MILLION, MAYBE MORE
THAN THAT. IF YOU COUNT THOSE IN NORTH CAROLINA THERE
IS NO TELLING HOW MANY. COMING THIS WAY AS WELL. IT WILL BE A BIG NUMBER. THE IMPORTANT THING IS WE WANT EVERY SINGLE
PERSON, IN ONE OF THE ZONES, WHERE EVACUATION HAS BEEN DECLARED, TO GET OUT OF THE ZONE. GO TO SAFETY AND DO IT QUICKLY. TIME IS RUNNING OUT TO LEAVE. AT SOME POINT, THE LANE REVERSALS WILL BE
REVERSED AT SOME POINT, THE RESCUERS WILL NOT BE ABLE TO RESCUE. BECAUSE THEY TOO WILL BE TAKING SHELTER. [INAUDIBLE QUESTION]
>>IS 9-1-1 GOING TO BE THE NUMBER TO CALL OR OTHER HOTLINES?>>THERE ARE HOTLINES WE WILL PUT THEM ON
THE SCREEN AGAIN. I WOULD SAY TAKE DOWN A LIST. THIS IS CALLED PREPAREDNESS. WRITE A LIST OF THE PHONE NUMBERS THAT YOU
NEED AND THE PEOPLE THAT YOU NEED TO CONTACT. TAKE IT WITH YOU. WHEN YOU ARE LEAVING LET YOUR FRIENDS AND
FAMILY KNOW WHERE YOU ARE GOING.>>DO YOU ANTICIPATE EVACUATION OF THE MIDLANDS IF THE STORM STAYS ON TRACK AND PASSES THROUGH COLUMBIA?>>AS I SAID, EVERYTHING WE DO WILL BE BASED
ON THE FACTS AND DATA. NOT RECEIVED ONLY LOCALLY FROM LOCAL OFFICIALS. WE ARE IN CONSTANT CONTACT, EVERYONE YOU SEE
HERE IS IN CONSTANT CONTACT WITH LOCAL OFFICIALS. AND LOCAL SOURCES OF INFORMATION. WHAT WE DO FROM NOW AND WHAT WE DECIDE IS
BASED ON THE FACTS. ONLY ON THE FACTS. [INAUDIBLE QUESTION]
>>HE WANTS TO BE SURE THAT WE ARE SAFE AND THE FEDERAL ESTABLISHMENT IS AT OUR DISPOSAL
TO SEE THAT NOT A SINGLE PERSON IN SOUTH CAROLINA LOSES THEIR LIFE. WE SPOKE WITH THE GOVERNOR ALSO IN VIRGINIA
AMONG OTHERS.>>YOU HAVE SAID SEVERAL TIMES YOU DO NOT
WANT A SINGLE PERSON TO LOSE THEIR LIFE. AS YOU PROBABLY SAW PROTESTERS OUT THERE,
THEY ARE USING THAT PHRASE AGAINST YOU ON THE PRISONER ISSUE. WHAT WOULD BE A RESPONSE TO THEM AND TO WHY
PRISONERS, MORE PRISONERS –>>WE ARE OPERATING. WE ARE MAKING OUR DECISIONS VERY CONSIDERED. THOUGHTFUL DECISIONS BASED ON THE FACTS. THE FACTS ARE AS THIS CONCERNS McDOUGALL,
IT IS THE SAFEST PLACE FOR THOSE PEOPLE TO BE AT THIS TIME.>>WHAT SHOULD PEOPLE — SHOULD THEY CALL
911 IF THEY DO NOT EVACUATE? WHAT SHOULD THEY DO, SPECIFICALLY? WHAT NUMBERS?>>ONE THING TO POINT YOU TO THE EMERGENCY
MANAGER APP AND WRITE DOWN THE NUMBERS THAT YOU MIGHT NEED. 9-1-1 SHOULD BE OPERATIONAL. IT IS ALL OPERATIONAL RIGHT NOW. YOU CAN CALL THE COUNTY EMERGENCY MANAGER
IF YOU FEEL LIKE YOU HAVE A PROBLEM. TAKE A LOOK AT THE HURRICANE GUIDE. TAKE A LOOK AT OUR WEBSITE. THERE ARE A NUMBER OF THINGS THAT YOU CAN
DO TO PREPARE YOURSELF IF YOU’RE STAYING AT HOME. AND HAVE PLENTY OF FOOD AND WATER FOR AT LEAST THREE DAYS. YOU WILL NEED THE HELP UNTIL HELP ARRIVES. IF YOU DO NOT EVACUATE. IT IS A LIFE SAFETY ISSUE, THAT IS WHY THE
GOVERNOR IS URGING EVERYBODY TO LEAVE.>>PEOPLE COULD BE ON THEIR OWN.>>THE FACT OF IT IS THAT YOU HAVE TO BE YOUR
OWN EMERGENCY MANAGER UNTIL HELP ARRIVES. YOU WILL HAVE TO PLAN AHEAD, HAVE FOOD, WATER
AND BE ABLE TO EXIST.>>DO YOU KNOW ANYTHING ABOUT SANDBAGS?>>IF YOU CONTACT YOUR LOCAL COUNTY EMERGENCY MANAGERS, MANY OF THEM HAVE SANDBAGS THAT YOU CAN PICK UP OR YOU KNOW WORK THROUGH THAT. I KNOW DORCHESTER COUNTY AND OTHERS DO AS WELL.>>SPEAKING OF INLAND FLOODING, YOU MENTIONED THE RIVERS. THE CURRENT BRIEFING, IS THERE ANY RIVER BASIN
IN PARTICULAR THAT YOU ARE LOOKING AT CLOSELY OR —
>>THERE ARE SOME POINTS THAT NO ONE CAN GO OUT IN A HURRICANE. SO EVEN YOU CAN CALL 911 AND CALL EVERY OTHER
NUMBER. BUT JUST LIKE YOU CANNOT GET OUT OF YOUR HOUSE TO SAFETY, THEY CANNOT GET INTO SAVE YOU. THAT IS WHY WE ARE URGING PEOPLE TO LEAVE
FROM THESE EVACUATION ZONES.>>YES, SIR?>>THE RIVER BASIN A PRIORITY FOR US, THE
PEE DEE BASIN INCLUDES THE LUMBER RIVER WHICH WE SAW PROBLEMS WITH IN THE LAST FLOOD THAT WE HAD. AND — IMPACTS CONWAY AND THE BLACK RIVER
WHICH IMPACTS ALL OF THOSE RIVERS THAT FLOW INTO THE BASIN WHICH IMPACTS THE AREA. SO THE RIVER BASIN IS THE HIGHEST PRIORITY
CURRENTLY WILL BE THE PEE DEE BASIN BECAUSE IT ALSO RECEIVES FLOODWATER FROM THE STATE
OF NORTH CAROLINA. NOT ONLY WILL YOU HAVE SOUTH CAROLINA AFFECTING THAT RIVER BASIN BUT IT WILL ALSO HAVE RAINFALL COMING OUT OF NORTH CAROLINA. SO IT GETS IMPACTED IN TWO WAYS. AND IT MAKES IT OUR NUMBER ONE PRIORITY.>>GOVERNOR, WHAT STEPS ARE BEING PUT IN PLACE
TO MAKE SURE THAT NO ISSUES HAPPEN AT THE NUCLEAR POWER FACILITIES?>>THE NUCLEAR POWER FACILITIES ARE COVERED
WITH FEDERAL REGULATIONS AND INSPECTORS ALL THE TIME. PARTICULARLY NOW.>>I KNOW WE WERE TALKING ABOUT — [INAUDIBLE
QUESTION]>>WE HAVE GOT A COUPLE OF THINGS. ONE IS MOST OF THE SCHOOL BUSES ARE USED INTERNALLY IN THE COUNTIES. TRANSPORT THOSE PEOPLE THAT DO NOT HAVE TRANSPORTATION. AND IN SOME CASES SOME OF THE COUNTIES SWAPPED ASSETS BACK AND FORTH. THE OTHER PIECE IS THAT WE HAVE GOT 125 COMMERCIAL BUSES THAT WE HAVE AVAILABLE. WE’VE USED AT LEAST 30 OF THEM THAT I KNOW
TO TRANSPORT PEOPLE. SO THEY ARE AVAILABLE AS WE CONTINUE THIS
OPERATION. [INAUDIBLE QUESTION]
>>THEY SHOULD COORDINATE OR CALL THE COUNTY EMERGENCY MANAGERS. AND THEN THEY HAVE PLANS FOR PICK UP POINTS
IN DIFFERENT LOCATIONS AND A LOT OF THIS PROBABLY IS IN THE LOCAL NEWS MEDIA AS WELL.>>IS A CONCERN ABOUT DAM SAFETY OR PLANS?>>BEING CAREFULLY WATCHED. THANK YOU.>>AGAIN, WE WOULD ENCOURAGE ALL DAM OWNERS
TO TAKE ACTION IF THE DAM IS LOW MAKE SURE SPILLWAYS WERE PEER TO TRY AND KEEP THE DAM
AND GET THEM IN A SAFE CONDITION AS POSSIBLE FOR THE INCOMING FLOODS. WE ARE HELPING DAM OWNERS LOOK AT THE DAMS. THAT’S WHERE WE ARE GOING OUT IN THE FIELD
LOOKING AT ALL OF THE DAMS. AS I MENTIONED EARLIER 181. SO THAT WE CAN HELP THE OWNERS TAKE ACTIONS
THEY NEED.>>GOVERNOR, OBVIOUSLY THE STRONGER PART OF
THE STORM WILL BE IN THE LOW COUNTRY AND BY THE COAST. BUT IT IS FORECAST TO ALSO REACH THE UPSTATE
BY MONDAY. CAN YOU TALK TO FOLKS — UP THERE AND THE
RESOURCES AND THAT THEY WILL NOT BE FORGOTTEN IN THIS.>>THEY WILL HAVE THE RESOURCES, AS YOU HAVE
HEARD ME SAY. WE HAVE THE BEST TEAM FOR THIS KIND OF THING
AS WELL AS OTHERS, ANYPLACE THAT WE KNOW OF. TEAM SOUTH CAROLINA IS STRONG, AS YOU CAN TELL. JUST THESE REPRESENTATIVES. BUT THE FACT IS IT WILL DETERMINE WHAT WE
DO. THE UPSTATE WILL HAVE A LOT OF RAIN. WE KNOW THAT. QUESTION IS JUST HOW MUCH. AND THE PRECAUTIONS THAT NEED TO BE TAKEN. WHAT WE ASK EVERYBODY IS STAY TUNED, GO TO
OFFICIAL SOURCES. THE COUNTY OFFICES AS WELL AS CALL THE NUMBERS WE HAVE DISTRIBUTED. AND STAY ALERT BECAUSE IT IS A DANGEROUS STORM, IT IS UNPREDICTABLE. IF YOU DO THAT FOR 12 HOURS YOU MIGHT MISS
SOMETHING IMPORTANT. STAY TUNED AND WOULD YOU LIKE TO ANSWER A
QUESTION, PLEASE ABOUT THE RAINFALL?>>YES, SIR. WE’RE EXPECTING HEAVY RAINFALL. IT IS KIND OF EARLY TO DETERMINE THE EXACT
LOCATIONS AND WHERE WE LOOK AT THE HIGHEST AMOUNTS RIGHT NOW. THE GREATEST AMOUNT LOOK TO BE IN THE NORTHEAST PART OF THE STATE AS THEY WILL BE CLOSEST TO THE HURRICANE IF IT STALLS OFFSHORE. AS A HURRICANE HE WEAKENS AND WAS ACROSS THE STATE WILL SEE OTHER AREAS WITH HEAVY RAINFALL. IT WILL ALSO DETERMINE WHAT AREAS SEE THE
SIGNIFICANT FLASH FLOODING. SOME IS HARD TO RELATE TO THE FLOODING WE
HAD BACK IN 2015 BECAUSE ALL THE HEAVY RAIN FELL A VERY POPULAR AREA. TRUST IN ALL THE WAY UP TO COLUMBIA. IF HEAVY RAIN SETS UP IN OTHER AREAS, IT JUST
ALL DEPENDS. I THINK THE KEY REALLY IS, KNOW WHERE YOU
LIVE IF YOU ARE IN A FLOOD PRONE LOCATION, BE AWARE OF IT AND MOVE TO A HIGHER LOCATION. IF YOU LIVE ALONG THE RIVER THAT COULD FLOOD,
HAVE A COURSE OF ACTION TO TAKE TO GET TO SAFETY. MOST PEOPLE NEED TO GET TO HIGHER LOCATIONS. IN TERMS OF THE WIND, AGAIN, IT DEPENDS HOW
QUICKLY THE HURRICANE WEAKENS, HOW LONG IT SITS THERE AND HOW SOON IT MOVES INLAND. WE CERTAINLY COULD SEE TROPICAL STORM FORCE
WIND IN THE MIDLANDS IF NOT FOR THE WEST. WE WILL CONTINUE TO MONITOR IT. EXPECT STRONG WIND THROUGHOUT THE STATE WHICH COULD BRING DOWN TREES.>>WHEN WILL WE EXPECT FLOODING IN DIFFERENT
PARTS OF THE STATE?>>FLOODING COULD BEGIN EARLIER IN THE NORTHEAST PART OF THE STATE AS THE HURRICANE APPROACHES. THE RAIN WILL BEGIN PROBABLY LATE THURSDAY
NIGHT, PROBABLY MORE SO INTO FRIDAY WE WILL SEE THE OUTER RAIN BANDS START COMING IN. THEN IT WILL SPREAD WEST ACROSS THE STATE. EVEN IN THE MIDLANDS, THE THREAT OF A HEAVY
RAIN SEEMS GREATEST LATE SATURDAY THROUGH SUNDAY NIGHT. THEN IN UPSTATE MAYBE A LITTLE AFTER THAT. LIKE I MENTIONED, IT WILL BE A LONG-DURATION
EVENT. IT WILL NOT MOVE THROUGH QUICKLY. JUST BE AWARE OF THAT AND BE PREPARED TO TAKE ACTION IF THERE ARE FLASH FLOOD ISSUES AND WATER STARTS TO RISE. [INAUDIBLE QUESTION]
>>AT 6 PM TOMORROW WE WILL CLOSE — IT MEANS THAT IF YOU ARE ON THE ROUTE FROM THE I-526
AREA YOU CAN TRAVEL FROM CHARLESTON TO COLUMBIA. HOWEVER, IF YOU ARE NOT ON THE ROAD AT THAT
TIME YOU’LL HAVE TO TAKE THE REGULAR WESTBOUND LANES OF I-26. THERE WILL ALWAYS BE LANES TRAVELING FROM
CHARLESTON TO THE COLUMBIA AREA. IT JUST WILL NOT BE A REVERTED LANE AT 6 PM.>>STILL, YOU CANNOT MAKE IT TO — ON THAT
ROUTE?>>WE WILL NOT BE ABLE TO MAKE IT TO CHARLESTON IN THAT ROUTE, CORRECT?>>FROM?>>CHARLESTON.>>THAT IS CORRECT. ONE OTHER THING. AS WE CLOSE THE RAMP, FOR EXAMPLE WE START
AT THE I-526 INTERCHANGE. SAY AT THE ASHLEY PHOSPHATE INTERCHANGE. ONCE WE CLEAR THAT, VEHICLES CAN ENTER AT
THE INTERCHANGE AND TRAVEL WEST, I’M SORRY, EAST TO CHARLESTON. AS WE APPROACH THE U.S. 78 INTERCHANGE, ONCE
THE TROOPERS AND DOT OFFICIALS CLEAR THE INTERCHANGE, VEHICLES TRAVELING, THEY CAN GET ON THE EASTBOUND ROUTE AND TRAVEL TO THE CHARLESTON ROUTE. WE WILL WORK THAT UP INTO THE I-77 INTERCHANGE.>>YOU CAN TRAVEL IN I-77 ON THE REGULAR LANES.>>THAT IS CORRECT.>>AREAS — [INAUDIBLE]
>>AS PART OF THE ANALYSIS WE’RE DOING CURRENTLY WITH THE FLOOD WAY STUDIES, WE TRY TO IDENTIFY POTENTIAL TROUBLE SPOTS FOR THE FUTURE TO TRY AND PREDICT THAT IN ORDER TO GET AHEAD OF THE SITUATION. MAKE SURE WE ARE READY TO RESPOND. IF WE PREDICT AN AREA OF ROADWAY WILL OVERTOP
WE WILL PRE-POSITION BEST AS WE CAN TO BE ABLE TO QUICKLY REACT. [INAUDIBLE QUESTION]
>>THE FLOODWAY STUDY WERE STILL FINISHING UP. IT IS NOT QUITE READY TO RELAY THAT PUBLICLY. WE’RE STILL DOING THE PLANNING PROCESS. CERTAINLY, WE HAVE CLOSURES THE DOT WILL KEEP
IT UP-TO-DATE ON OUR WEBSITE. YOU CAN GET TO THE SAME INFORMATION, THROUGH THE EMD SITE.>>CAN YOU PUT THE NUMBER UP AGAIN PLEASE? OKAY.>>THANK YOU, GOVERNOR. I WANT TO EMPHASIZE TO EVERYONE, OUR SUCCESS
IN THE PAST HAS BEEN TEAM SOUTH CAROLINA. IN TEAM SOUTH CAROLINA THE MOST IMPORTANT
ARE THE CITIZENS OF THE STATE. THE GROUP BACK HERE ARE PROFESSIONALS AND
WE WILL CREATE AN ENVIRONMENT WHERE PEOPLE CAN BE SUCCESSFUL AND SAFEGUARD THEIR FAMILIES. BUT IT REALLY TAKES PEOPLE PAYING ATTENTION
AND LISTENING TO WHAT THE GOVERNOR SAYS, LISTEN TO THE INFORMATION BEING PUT OUT. BECAUSE THE STORM, AGAIN, IS UNPREDICTABLE. IT IS NOT 2015, IT IS NOT MATTHEW. IT IS FLORENCE. IT WILL CHANGE AS TIME GOES ON HERE. JUST BECAUSE YOU WERE NOT FLOODED LAST TIME,
YOU MAY BE FLOODED THIS TIME. IF YOU ARE IN A LOW-LYING AREA, YOU NEED TO
MOVE OUT. WHEN WE START BLOCKING OFF ROADS, YOU DO NOT
NEED TO GO AROUND THE BLOCKADES. WHERE WE HAD PROBLEMS LAST TIME, PEOPLE NOT
PAYING ATTENTION TO WHAT THE LOCAL AUTHORITIES ARE SAYING. WE ARE STATE OFFICIALS. WE ASK EVERYONE TO LISTEN TO WHAT IS BEING SAID. AND APPLY IT, PLEASE! WE ARE THERE TO HELP AND WE WILL HELP YOU
TO THE LAST MINUTE.>>FINALLY, BE SURE TO GET YOUR INFORMATION
FROM OFFICIAL SOURCES. A LOT OF TIMES THERE IS MISINFORMATION GOING
AROUND. I URGE EVERYBODY NOT TO TAKE YOUR OWN PRIVATE
SECRET SHORTCUT THAT ONLY YOU KNOW ABOUT. TO GO FROM ONE ROAD TO ANOTHER. BECAUSE YOU MIGHT BE THE ONLY ONE IN THERE
AND YOU MIGHT BE STUCK FOR THE DURATION OF THE STORM. YES?>>WE ARE HEARING FOLKS ON AIRBNB ARE OFFERING THEIR PLACES FOR FREE. ANY THOUGHTS OR RECOMMENDATIONS ON THAT? AND HOW MANY PEOPLE ARE OFFERING FREE PLACES?>>I’M NOT SURE HOW MANY ARE OFFERING FREE
PLACES BUT I WOULD ENCOURAGE EVERYONE, WHETHER THE PURPOSE OF SHORT-TERM RENTAL SUCH AS AIRBNB OR HOMEAWAY, IF YOUR PREFERENCE IS HOTEL OR FRIENDS AND RELATIVES, JUST MAKE THE PREPARATION IN ADVANCE AND MAKE SURE YOU DO THAT. OBVIOUSLY THE INTERNET AND TELEPHONE AND DO THOSE THINGS.>>THANK YOU.

  1. MY ONE REMARK HERE WOULD BE THAT THERE SHOULD BE SOMEONE IN LEADERSHIP AT THE PODIUM FROM THE NUCLEAR AGENCY, TO RESPOND TO THE RUMORS OF THE NUCLEAR FACILITIES' VULNERABILITIES, THAT MAY BE IN THE PATH OF THIS HURRICANE…TO PUT THE POPULATION AT EASE ABOUT THE STABILITY OF THESE SITES, DURING & AFTER THE STORM…;)

  2. Lord & savior Jesus Christ is coming soon, as promised!!!!….I see all these disasters as end-time events………….Then we don’t need to worry , fear about such monster hurricanes, natural disasters, and other evil forces that we see, experience on this earth that cause human suffering…………..See, due to this hurricaine, more than 1 million people are running away, according to reports…….See, people are building beautiful houses, buildings, etc. and this hurricaine, etc. comes and smashes in moments….This is too much… enough is enough….In our creator’s grace, He promised us a new earth/promised land (Isaiah 65; 17; 66: 12; Gospel John 14: 2; Revelation 21; etc.)….. and in the new earth, there is no such evil monsters to give trouble and suffering to people…..those who walk on this earth according the Word of Heavenly grace/Word of Jesus Christ (thankful heart to our creator for His grace in us, forgiving others, humility in dealing with people around us-big people & small people, showing compassion in suffering others, helping suffering others, no cheatings, taking care of family/respecting family-what our creator joined together (Gospel Matthew 19: 6), etc.) will live in the new earth………………………….we can live a peaceful life, no tears, no sufferings, no evil force to attack us, (Revelation 21: 4; etc.)……Those who don’t walk on this earth in the word of Jesus Christ (fight with others, abuse others, etc.) will go to everlasting fire hell and no way to escape( Gospel Matthew 13: 41; Luke 16: 26; etc.)…………..Do not be afraid, Daughter Zion, see, your king is coming (Gospel John 12: 15)…..My Heavenly Father, your kingdom come. Your will be done on earth as it is in heaven (Gospel Matthew 6: 10)….Amen. Lord Jesus Christ, come soon (Revelation 22: 20)!!!!……. I am praying to our creator/my Heavenly Father in Jesus Christ that this hurricane become a normal wind when it hit land, so that it makes no harm to anyone/anything…..

  3. My daughter and son-in-law, who is an MP in the military, now live in South Carolina and although not easy, have evacuated as ordered with their pets. I just want to thank Gov. McMaster and everyone involved with Team South Carolina for putting a plan of action in place, being so thorough and for their constant updates regarding this monster of a hurricane. As a mother, it's hard not to feel helpless in situations like these, but having these updates and knowing you are all putting the citizens of South Carolina's lives FIRST, has helped put my mind somewhat at ease. I pray that everyone stays safe and for everyone affected by Hurricane Florence!
