WATCH LIVE: Houston’s mayoral candidates face-off in first debate

REBUTTEXAC30 ND SAIDLMAN HT BOYKINS, , LOVELL AND TOBUZBEE. I ARTO GIN FOR THIS VERY FIRST ONE COMING IF ELECTED, WHAT WOULD BE YOUR MOST URGENT PRIORITY? >>THANK YOU FOR HAVING ME, FIRST OF ALL. LET ME JUST SAY IT WAS HONOR TIME WITH THETHEIR FAMILY.I WILL BETWEEN THE TMENT. WHEN VOTERS NOT COME TO TER EXC THABLE UESTIONABLY THE DEFICI ROLL BUDGET, PENSES ARE UP NCES OF, PROJECE RULING THHANK COME WE GO SAD DAY OF LOST TODAY. NOT AN YOU CAN TAL YOU’RE NOT AT AND GET THE UE. ABOUT POSSIN MY BUDG WE D LAST BUT NOT I THE OR PAY DON’T OF THESE US THE H ISDM IN OUR CITYNSIONS. WHAT HAVE YOU SEEN IN OTHER CITIES THAT YOU MIGHT USE IN RESOLVING THE DISPUTE BETWEEN THE CITY OF HIS IN AND FIREFIGHTERS? >>SO WE HAD AN OPPORTUNITY TO SETTLE THIS VERY EASY IN 2017. THE FIREFIGHTERS OFFERED TO GO TO A BINDING ARBITRATION. IT COST ABOUT $80 MILLION. THE FIREFIGHTERS CONSISTENTLY SO THEY WOULD SPREAD THAT OVER A 3 TO 5 YEAR PERIOD. THAT’S ABOUT $20 MILLION A YEAR , WHICH FRANKLY IS HARDLY A ROUNDING ERROR ON THIS BUDGET. IT WAS NEVER THE CATASTROPHE THAT SYLVESTER SAID IT WAS GOING TO BE. THIS WAS UNINTENTIONAL DUMPSTER FIRE THAT HE SAID TO DISTRACT FROM THE FACT THAT HE IS RUNNING A 400+ MILLION DOLLAR OPERATING DEFICIT. THAT’S THE REAL PROBLEM. IF WE HAD AGREED TO GO TO BINDING ARBITRATION BACK IN 2017 , I THINK THE FIREFIGHTERS WERE AT 24 AND HE WAS UP FOR, OR SOMETHING LIKE THAT. IF THE ARBITRATOR WOULD HAVE SPLIT THE DIFFERENCE WE WOULD HAVE ANY 10 OR 12% RAISE, NEVER HAD PROPOSITION B, NEVER THE ELECTION, NEVER HAD THE LAWSUITS, WE WOULD HAVE NEVER HAD $1 MILLION IN LEGAL FEES AND WE WOULD NOT HAVE A CITY DIVIDED IN THIS PUBLIC DISSECTOR SAFETY SECTOR. >>FAXED TO THE MATTER, LET ME SAY IN 2018 I HAD TO NEGOTIATE WITH ALL THREE EMPLOYEE GROUPS. OUR MUNICIPAL WORKERS CAME TO THE TABLE, THEY’RE GETTING 6% OVER THREE YEARS. OUR POLICE OFFICERS CAME TO THE TABLE, THEY ARE GETTING 7% OVER TWO YEARS. WITH RESPECT TO THE FIREFIGHTERS, I OFFERED THEM 915%. 9.5 PRESENT. >>IS MOST CERTAINLY DID NOT. >>LET ME JUST SAY THIS, YOU ARE TALKING ABOUT FINANCIAL CAPABILITY AND STABILITY. YOU CANNOT PAY MORE THAN WHAT YOU EXCEED. DO THEY DESERVE A PAY RAISE? ABSOLUTELY. BUT A PAY RAISE THE CITY CAN AFFORD TO PAY. >>CAN I GET ANOTHER REBUTTAL HERE BECAUSE WHAT HE SAID WAS ABSOLUTELY NOT TRUE. >>WHEN EVERYONE ANSWERS WILL GIVE YOU A CHANCE TO REBUTTAL. MRS. SUE LOVELL. >>YOU ARE RIGHT, THE FACTS DO MATTER. HERE IS A FACT, THE VOTERS VOTED 60-40 FOR PROP B THAT THERE SHOULD BE PAY. HE AND IT’S BEEN IGNORED. YOU THE VOTERS, THE MOST BASE OF DEMOCRATIC ACTIONS YOU CAN TAKE AS A CITIZEN IS TO SIGN A PETITION TO HAVE YOUR GOVERNMENT DO SOMETHING AND HONOR THAT COMMITMENT. 60-40 AND THIS MAYOR HAS DECIDED NOT TO HONOR THAT COMMITMENT. THAT’S JUST, THAT’S WRONG. NOW THIS CAN BE SETTLED WITH THE FIREFIGHTERS. IF I WAS YOUR MAYOR I COULD SIT DOWN WITH THE FIREFIGHTERS. HEY, MY OLDEST SON IS A FIREFIGHTER PARAMEDIC. I COULD SIT DOWN WITH THE FIREFIGHTERS RIGHT NOW AND WE COULD COME TO AN AGREEMENT AND WE CAN SETTLE THIS AND MOVE FORWARD. BUT AGAIN, WHEN VOTERS SPEAK, AND MAYOR MUST LISTEN AND MUST LISTEN TO THE WISHES OF THE VOTER AND MOVE FORWARD. >>MISTER KING. MISTER BUZBEE, SORRY. >>IT IS INTERESTING TO ME WHEN OUR CURRENT MAYOR SAYS FACTS MATTER WHEN HE SPENDS SPENDS ALL FACTS AND PRETENSE THERE’S SOMETHING DIFFERENT. LISTEN, 298,000 PEOPLE VOTED TO GIVE THE FIREFIGHTERS A RAISE. WITH THE MAYOR DID AFTER FIGHTING THAT ELECTION, HE IMMEDIATELY HIRED HIS OLD LAW FIRM. INCIDENTALLY ONE OF HIS LARGEST DONORS, TO CREATE A LAWSUIT TO FIGHT THE FIREFIGHTERS AND COURT. AND AS A PRACTICAL ISSUE, LAY ASIDE WHETHER YOU THINK PAY PARITY IS A SMART IDEA OR NOT, WE ARE LOSING FIREFIGHTERS EVERY SINGLE DAY. WE ARE SPENDING MILLIONS TRAINING FIREFIGHTERS AND ARCHITECT CLASSES. ONCE THEY GET IN THEIR FIRE STATION THEY ARE GOING ELSEWHERE BECAUSE THEY GET PAID MORE. WHEN I TALK ABOUT THIS ELECTION, I HOPE YOU WILL REMEMBER THIS, THIS IS ABOUT TRUST. WHO DO YOU TRUST? FIREFIGHTERS DO NOT TRUST THIS MAYOR? I DON’T TRUST THIS MAYOR AND I WOULD RESPECTFULLY SUGGEST YOU DON’T TRUST HIM EITHER. >>MISTER KING WE WANT TO GIVE YOU REBUTTAL TIME. >>SO WHAT SYLVESTER NEVER EXPLAINED IS WHITE AND GO TO THE MINING ARBITRATION AND 2017. IF YOU HAD GONE TO THE BINDING ARBITRATION IN 2017 THIS WOULD HAVE BEEN SETTLED. THE FIREFIGHTERS HAVE NOT HAD A RACE SINCE 2011. IF THEY JUST GOT COST-OF-LIVING BETWEEN 2011 AND 2017 THAT WOULD’VE BEEN A 10 OR 12% RAISE . THAT’S WHAT HAPPENED AT THE BINDING ARBITRATION. THE ONLY REASON WE ARE IN THIS MESS TODAY IS BECAUSE HE WAS HARDHEADED AND WOULD NOT GO TO BINDING ARBITRATION AND GET THE ISSUE RESOLVED WITH THE FIREFIGHTERS. >>I WILL GIVE YOU A CHANCE. >>LET ME JUST SAY FIRST OF ALL, I HAVE AN OPPORTUNITY TO SIT ON THE COUNCIL TABLE. I HAVE BEEN THERE SIX YEARS AND THIS IS A PERSONAL ATTACK AGAINST THE FIRE DEPARTMENT BY MAYOR TURNER. THERE IS NO REASON WE SHOULD BE IN THIS POSITION. IT’S PERSONAL. THE VOTERS PASSED ON NOVEMBER 6, 2018 AND ALMOST A 3-1 MARGIN THAT THEY WANTED US, AS MEMBERS OF THE CITY COUNCIL, TO FIGURE OUT A WAY TO MAKE PAY PARITY REALITY. AND THE MAYOR IMMEDIATELY WENT TO OVERTURN THE VOTE. WE DON’T HAVE A RIGHT TO DO THAT, WE ARE PUBLIC SERVANTS AND WE CAN NEVER EVER LOSE FOCUS ON WHY WE ARE DOWN THERE. >>THANK YOU, WE WANT TO MOVE ON TO OUR NEXT QUESTION. OF COURSE OUR VOTERS AND UTERUS TALK ABOUT THIS ISSUE A LOT INVOLVING FLOODING. THE QUESTION IS, IT’S BEEN MORE THAN TWO YEARS SINCE HURRICANE HARVEY. THE CITY HAS RECEIVED MORE THAN 4 BILLION FEDERAL DOLLARS TO HELP FLOOD VICTIMS. AS OF AUGUST 28, NEARLY THE 5000 WHO WERE INVITED TO APPLY FOR THAT HELP, ONLY 15 HOUSTON FAMILIES HAVE ACTUALLY RECEIVED AID. HOW WOULD YOU EXPEDITE GETTING THE MONEY TO THOSE FLOOD VICTIMS? MAYOR TURNER, I WILL START WITH YOU. >>THE QUESTION IS NOT CORRECT. THE CITY HAS NOT RECEIVED $4 BILLION, THE CITY HAS ONLY RECEIVED $1.3 BILLION FOR HOME REPAIR AND RECOVERY. WE ARE MOVING THROUGH THAT PROCESS. YOU HAVE TO DO TWO THINGS. YOU HAVE TO FIRST DETERMINE ELIGIBILITY, WHO OWNS THE HOME AND WHAT IS THEIR INCOME. THEN YOU HAVE TO DO AN ENVIRONMENTAL SITE INSPECTION ON EVERY SINGLE PROPERTY. TESTING FOR LEAD AND ASBESTOS TAKES ABOUT 45 DAYS. AND WE ARE MOVING THROUGH THAT PROCESS. OVER 75 HOMES HAVE NOW CLEARED THROUGH DLO. OVER 50 HOMES ARE BEING REPAIRED AND RECEIVING EMBARRASSMENT CHECKS. THAT’S NOT TRUE IN TERMS OF $4 BILLION. THE $4.5 MILLION THAT HAVE BEEN APPROVED BY HUD, THAT WAS JUST APPROVED ABOUT A MONTH AGO. NOW GL OH, THE STATE, HAS TO PUT FORTH THEIR STATE CORRECTION PLAN. THE COMMISSIONER SO THAT WILL TAKE ABOUT NINE MONTHS. IT WILL NOT BE UNTIL NEXT SUMMER BEFORE THE CITY HAS AVAILABLE THOSE MEDICATION INFRASTRUCTURE DOLLARS COMING FROM HUD AT THE FEDERAL LEVER FOR THE CITY OF HOUSTON. >>THE QUESTION IS, HOW WOULD YOU EXPEDITE GETTING THAT MONEY THAT WE HAVE RECEIVED FROM FEDERAL DOLLARS? HOW WOULD YOU EXPEDITE GETTING THAT MONEY TO THE VICTIMS? WE WANT TO GO ON TO SUE LOVELL. >>YOU SHOULD HAVE STUCK WITH THE FIRST NUMBER MAYOR, 4 MILLION. 1.3 IS FINE, BUT NOT ENOUGH. I HAVE EXPERIENCED THE WITH THIS. WHEN IKE HIT HOUSTON AND GALVESTON I WAS PUT ONTO PUBLIC HOUSING IN A CITY THAT WAS NOT VERY RECEPTIVE TO UP TRACING REPLACING PUBLIC HOUSING. WE WENT OUT AND WORKED WITH THE GOVERNMENT AND WITH GLO. WE RECEIVED FUNDS AND WENT THROUGH MOVING BUILD MIXED INCOME HOUSING FOR MARKET RATE, WORKFORCE AND THEN THE PEOPLE IN PUBLIC HOUSING. IN THIS AMOUNT OF TIME, WE WERE ON THE GROUND AND STARTING TO BUILD. AS YOU ARE MAYOR, I HAVE EXPERIENCE AND I KNOW HOW TO DO THIS. I DID IT IN A TOWN THAT REALLY DIDN’T WANT THAT POPULATION TO RETURN. I KNOW HOW TO DO THIS, WE CAN DO THIS, I WILL GET IT DONE AND I KNOW HOW TO WORK WITH WASHINGTON TO GET IT TO HAPPEN. >>MISTER BUZBEE. >>I HAVE BILTMORE STRUCTURES THAN ANYBODY ON THIS STAGE TIMES 50. LET ME JUST SAY THIS, FOR THIS MAYOR TO SAY OH IT’S NOT 4 BILLION, IS 1.18 BUT THE NUMBER REMAINS THE SAME, 15 PEOPLE HAVE BEEN HELPED, THAT’S RIDICULOUS. THAT IS RIDICULOUS. WE COULD BUILD A HOUSE LITERALLY AND 45 DAYS. I HAVE BUILT HOMES IN 45 DAYS. FOR THIS MAYOR TO SAY WE ARE DOING THIS AND THAT, THIS IS AN ISSUE. LET’S BE CLEAR, WE HAVE AN ISSUE OF CHARACTER, WHICH WE ARE GOING TO TALK ABOUT. WE ALSO HAVE AN ISSUE OF CONFIDENCE. DO YOU KNOW THAT THE OUTFITS THAT WERE HIRED TO DO THE RESIDENTIAL REBUILD WERE ONE OF THE MOST MAJOR DONORS OF THIS MAYOR? THEY HAVE DONE NOTHING. THEY HAVE RECEIVED MILLIONS. WE HAVE GOT TO CLEAN UP CITY HALL. WE HAVE GOT TO DO BETTER. >>LET ME JUST TALK A LITTLE BIT ABOUT WHAT I WOULD DO IF I WAS THE MAYOR. WE CAN POINT THAT FINGER AT FEMA, GLO, STATE OF TEXAS. BUT YOU SHOULD LOOK AT WAYS OF THINKING OUTSIDE THE BOX. YOU HAVE 25 HOMES IN A 2 1/2 YEAR. THAT IS BEEN PUT BACK TOGETHER. THESE FAMILIES ARE SUFFERING. WHAT I WOULD HAVE DONE, AS A FORMER BANKER, I WOULD’VE CALLED AND ALL OF THE CEOS OF BANKS OF HOUSTON AND ASK THE BANKERS COME WITH THEY CONSIDER TAKING THAT NOTE, DIVIDE THE MONEY UP, IS A GREAT NOTE, A GREAT LOAN COMING FROM THE FEDERAL GOVERNMENT, YOU KNOW YOU WILL GET REPAID. GET YOU SOME BASIS POINTS ON THE AND LET’S GET THE MONEY ON THE STREETS. THAT’S REAL LEADERSHIP. YOU HAVE TO THINK OUT-OF-THE- BOX. YOU CAN BLAME FEMA OR GLO, BUT WHAT WILL YOU DO? IS OUR RESPONSIBILITY AS LEADERS. BANKS WILL TAKE THOSE NOTES, I HAVE TALKED TO BRING BANK PRESIDENTS. HOW DO YOU TELL FAMILIES SUFFERING TWO YEARS LATER LIVING IN SHELTERS THAT HELP IS ON THE WAY AND WE DON’T BLAME THE GLO. WE CAN DO THAT AS A LEADER. >>NOW WE WOULD LIKE TO CONTINUE. >>EXCUSE ME, I DIDN’T GET TO RESPOND TO THAT. FIRST OF ALL, LET’S GET THE NUMBERS RIGHT. THE CITY HAS RECEIVED ABOUT $450 MILLION IN CASH. OF THAT, LESS THAN $300 MILLION HAS BEEN SPENT ON RECOVERY. IN ADDITION, AS OF DECEMBER WE HAD AVAILABLE $1.3 BILLION TO HELP PEOPLE PREPARE THEIR HOUSES AND ONLY A FRACTION OF THAT HAS BEEN SPENT. NOW ALL OF THE REQUIREMENTS SYLVESTER TALKED ABOUT OUR TRUE. WE HAVE TO GET ASBESTOS, MECHANICAL, BUT WE KNEW ALL THAT YEARS AGO. THE FACT THAT WE ARE JUST DOING THAT NOW, AS OPPOSED TO GETTING READY AND DOING THAT BEFORE WE GOT THE MONEY IN DECEMBER IS THE REASON WE HAVE THE DELAY RIGHT NOW. THIS IS THE FIXING TO MAYOR, AND FIXING TO DO THIS, AND FIXING TO PUT GATES IN KENWOOD, THIS IS FOUR YEARS. IT’S TIME TO HAVE DONE SOMETHING, NOT BE PLANNING TO DO SOMETHING. >>LET ME JUST SAY THIS, IT DOES NOT EVEN WORK.WAV. YOU FIRST HAVE TO WEIGH WAIT UNTIL THE FEDS APPROVED THE PROGRAM. >>MARY TURNER YOU HAVE 30 SECONDS FOR YOUR REBUTTAL. >>IT DOESN’T WORK THAT WAY. FIRST YOU HAVE TO WAIT FOR THE FEDS TO APPROVE THE PROGRAM, THEN THE STATE HAS TO PROVIDE THE CORRECT STATE ACTION PLAN, IT’S A REIMBURSEMENT PROGRAM. THE MONEY DID NOT BECOME AVAILABLE TILL JANUARY OF THIS YEAR. YOU HAVE TO BRING, TAKE PEOPLE TO THE ELIGIBILITY PROGRAM, YOU HAVE TO DO THE ENVIRONMENTAL SITE INSPECTIONS, THE YOU THEN HAVE TO SEND FILES TO THE STATE BEFORE YOU CAN MOVE FORWARD. >>I WOULD LIKE TO CONTINUE ON THIS TOPIC, WE WOULD LIKE TO CONTINUE ON THIS TOPIC OF FLOODING, BUT THE NEXT QUESTION IS TWO WEEKS AGO DURING IMELDA DIFFERENT AREAS OF THE CITY FLOODED THAT HAD NEVER FLOODED BEFORE , WHAT IS YOUR PLAN TO PREPARE FOR BIG RAIN EVENTS? THIS TIME MS. SUE LOVELL, YOU HAVE THE FLOOR. >>FIRST WE HAVE TO REALIZE THESE BIG EVENTS THAT COME OFF OF THE STORMS ARE HERE TO STAY, IT’S A PATTERN. WE HAVE TO ACCEPT THAT AND PLAN FOR US. AND WE NEED TO QUIT BEING REACTIVE AND BE PROACTIVE NOW AND PLAN FOR THE WORST CASE SCENARIO. AND WE HAVEN’T DONE THAT. AND THE TIME TO START THAT IS NOW. TO MAKE SURE THAT WE HAVE IN PLACE THE PROPER TRAINING THAT WE NEED AND IT’S OUR NEIGHBORHOODS THAT GET HIT WITH THIS, THE BRUNT OF THIS. TO MAKE SURE THAT IN THE NEIGHBORHOODS THAT HAVE THE WORST PROBLEMS, AND WE DON’T HAVE A FLOODING PROBLEM, WE HAVE A DRAINAGE PROBLEM. TO GO OUT INTO THOSE NEIGHBORHOODS AND MAKE SURE THERE DRAINAGE ISSUES ARE TAKING CARE OF SO THE WATER CAN PROPERLY DRAIN OFF. THEN FOR US TO ALSO WORK WITH THE COUNTY GOVERNMENT WHO HAS BOND FUNDING, WHO I UNDERSTAND WE HAVE NOT MOVED FORWARD WITH AND SOME OF THEIR PLANS, IT HAS TO BE A REGIONAL APPROACH AS HOW WE DO THIS. BUT THE FIRST THING OF ORDER IS TO GO OUT INTO THE NEIGHBORHOODS, TAKEN ASSESSMENT OF WHAT IS NEEDED TO BE DONE. >>THANK YOU, MISTER BUZBEE. >>IT’S INTERESTING TO ME. I THIRTY-YEAR POLITICIAN TO COMPLAIN ABOUT BUREAUCRACY THAT HE CREATED, THAT HE HAS BEEN A PART OF. HE TALKS ABOUT LET’S HELP THE PEOPLE THAT GOT CRUSHED BY HARVEY, WHICH WE HAVEN’T DONE ANYTHING FOR THEM. AND WHAT’S WORSE, WE HAVE DONE NOTHING TO HELP THE PEOPLE PREPARE FOR THE NEXT STORM. WHETHER IT BE THE TROPICAL STORM IMELDA WHERE WE DROPPED 43 INCHES. FIRST OFF, WE PAY A DRAINAGE FEE, 100% SHOULD BE SPENT ON DRAINAGE PROJECTS. THAT IS NOT WHAT’S HAPPENING NOW. WE HAVE A SUPER NEIGHBORHOOD CONCEPT IN THE CITY OF HOUSTON WHERE IT’S 88 SUPER NEIGHBORHOODS. ABOUT 50 OF WHICH , BECAUSE OF THIS MAYOR AND HIS PREDECESSOR TO BE HONEST, ARE NOT REALLY ACTIVE. THERE ARE SMALL PROJECTS THAT WE CAN DO, BECAUSE IT’S A PAY- AS-YOU-GO CONCEPT TO DEAL WITH THE SMALL DRAINAGE AREAS, TO MITIGATE THIS FLOODING THAT CRUSHES PEOPLE EVERY TIME THERE IS A HEAVY RAIN. DO YOU NEED A POLITICIAN, ANOTHER POLITICIAN? OR DO YOU NEED A PROBLEM SOLVER ? I WOULD SUGGEST WE NEED A PROBLEM SOLVER. >>THANK YOU, BUZBEE. MISTER BOYKINS. >>100% OF THE HOUSTON REBUILD MONEY , IS ILLEGAL TO USE FOR DRAINAGE. I WAS ONE OF THE ORIGINAL MEMBERS ON THAT COMMITTEE. I HAVE MADE IT VERY CLEAR, AS YOUR MAYOR I WILL FOCUS ON HER NEIGHBORHOODS. IF YOU LOOK AT THE END OF YOUR STREETS THAT YOU HAVE AND LET’S ON EACH CORNER. AS MAYOR, WE WILL REEVALUATE EVERY CONCRETE STREET WITH CURBING AN AD TO ADDITIONAL INLETS ON EACH SIDE OF YOUR STREET. WE WILL ALSO TAKE TIMIDITY PARKS AND TURN THEM INTO MULTIPURPOSE PARKS. DIG THEM DOWN. WHEN IT’S HOT, WHEN IT’S DRY, YOU CAN USE IT AS A PARK. WHEN IT’S RAINING, IT CAN BECOME A DETENTION FOR YOUR COMMUNITY. THOSE ARE JUST THINGS YOU CAN DO THINKING OUTSIDE OF THE BOX AND TO MAKE CERTAIN YOU FOCUS ON NEIGHBORHOODS NOT BEING TRAINED ON AND LESS AND MORE SO ON MAJOR THOROUGHFARES. AS PEOPLE CONTINUE TO GET THERE HOMES FLOODED, REGARDLESS OF HOW HARD THE RAIN IS, WE NEED TO DO SOMETHING ABOUT THAT IMMEDIATELY. >>I FLOODED THREE TIMES IN MY LIFE. THE FIRST TIME WHEN I WAS 10 YEARS OLD WITH HURRICANE CARLA. I KNOW WHAT A TERRIBLE EXPERIENCE THIS IS. NOT ONLY A PERSONAL TRAGEDY, BUT IT’S BEGINNING TO DAMAGE OUR BRAND. ALL OVER THE COUNTRY PEOPLE ARE TALKING ABOUT HOUSTON FLOODING PROBLEMS. BUT WE LIVE ON A BIG FLAT COASTAL PLAIN, IT RAINS A LOT AND WILL PROBABLY RAIN MORE IN THE FUTURE. WE UNDERSIZE ALL OF OUR ENTER STRUCTURE, BUILT IT ON THE CHEAP DIDN’T MAINTAIN WHAT WE BUILT AND DIDN’T REQUIRE ENOUGH DETENTION FOR THE CONCRETE BEING POURED. THAT’S WHY IT FLOODS HERE, THIS IS NOT ROCKET SCIENCE. WE RECOGNIZE THIS IN 2011 AND WE AGREED TO A NEW TAX ON OURSELVES CALLED THE DRAINAGE FEE. IT BRINGS IN $110 MILLION A YEAR, THE CITY HAS COLLECTED ALMOST $1 BILLION IN DRAINAGE FEES SINCE THEN. EVER SINCE WE STARTED THAT, ONLY ABOUT HALF THE MONEY HAS BEEN AND ON DRAINAGE. IN THE 2015 CAMPAIGN SYLVESTER AND I BOTH RECOGNIZE THIS, CONCEDED IT AND BOTH OF US PROMISED WE WILL SPEND ALL OF THAT MONEY ON DRAINAGE IN THE FUTURE. WE HAVE CONTINUED TO SPEND ONLY ABOUT HALF OF THAT ON DRAINAGE. DWIGHT, I’M SORRY, IS NOT ILLEGAL. YOU CAN DO IT AND WE NEED TO DO IT. SO AND THE DRAINAGE FEE ON DRAINAGE. >>THANK YOU, MAYOR TURNER. >>DRAINAGE AND STREETS ARE PART OF OUR DRAINAGE POLICY AND WE SPENT ALL OF THE DOLLARS ON DRAINAGE AND STREETS. WE HAVE DOUBLED THE NUMBER OF DRAINAGE PROJECT IN EVERY CITY COUNCIL DISTRICT. WITH RESPECT TO KING, THE PROJECT TO ADD 10 GATES IN KINGWOOD, THAT PROJECT HAS BEEN APPROVED AND FULLY FUNDED. THE MAJOR DETENTION PROJECT IN THE END WOULD AREA HAS BEEN APPROVED AND THE FUNDING IS AVAILABLE. PROJECT RAISE, THE CONSTRUCTION IS ALREADY ON THE WAY. THE CITY’S PURCHASING THE OLD SHARE RESEARCH FACILITY CLOSING IN THE MONTH OF OCTOBER THIS MONTH AND ADDING ANOTHER 13 ACRES OF DETENTION TO WILLOW WATERHOLE. THE PEOPLE ARE EXCITED ABOUT THAT. WITH RESPECT TO THE NORTH CANAL PROJECT, DOWN AT I-45, IS THE DOWNTOWN LITTLE WHITE OAK WE ARE EXPECTING FEMA TO IMPROVE THAT PROJECT THIS MONTH. THAT WILL TAKE THE ENTIRE AREA OUT OF THE FLOODPLAIN. WE ARE IMPOSING A GREEN INFRASTRUCTURE PROJECT, WE ARE MOVING, THINGS ARE HAPPENING IN THE CITY. >>THANK YOU. MISTER BOYKINS YOU WOULD LIKE TO USE THIS REBUTTAL? >>I JUST WANT TO MAKE VERY CLEAR THOSE ARE NOT HIS PROJECT. THE FEDERAL AND COUNTY PROJECT. I CAN RATTLE OFF ALL THE PROJECTS THAT HAVE GONE ON AND TAKE CREDIT FOR THEM. I THINK IT’S IMPORTANT WE TALK ABOUT HOW TO MAKE THE NEIGHBORHOODS AND STREETS SAFE, ADD ADDITIONAL INLETS TO MAKE CERTAIN WATER DRAIN PROPERLY. WE CAN TALK ABOUT PROJECTS THAT WE AS A CITY CAN DO. THERE ARE THINGS WE CAN DO. WE CAN WORK WITH THE FEDERAL GOVERNMENT IN HARRIS COUNTY, AND CORPS OF ENGINEERS. BUT I WILL NOT TAKE CREDIT LIKE ALL OF THIS IS WHAT WE ARE DOING WITH THE CITY. >>I WOULD NOW LIKE TO MENTION->>DWIGHT MENTIONED ME, I THINK I GET TO RESPOND. I KNOW I AM WAY DOWN HERE, HE SAID I AM WRONG AND I THINK I’M ENTITLED TO TALK ABOUT THAT. >>WE WOULD LIKE TO MOVE ONTO THE NEXT QUESTION, WE WOULD LIKE TO TALK ABOUT CRIME. WE WILL NOW GIVE YOU THE TIME TO GIVE A RESPONSE. >>I APPRECIATE THAT, I KNOW I AM WAY DOWN HERE YOU HAVE LET SEVERAL REBUTTALS AND I THINK ONCE A BUDDY SAYS I AM WRONG- LET ME SAY THIS. LIKE MOST CAREER POLITICIANS, LIKE MOST CAREER POLITICIANS, SYLVESTER TURNER TAKES CREDIT FOR THINGS HE HAS NOTHING TO DO WITH, NOTHING TO DO WITH. AND THEN FOR THINGS THAT HE IS DIRECTLY RESPONSIBLE FOR HE IGNORES AND MAKES EXCUSES ABOUT, OR LIES ABOUT. WHEN WE TALK ABOUT THE DRAINAGE FEE, GUYS IF YOU ARE WATCHING THIS TV, I WANT YOU TO KNOW THE DRAINAGE FEE IS ABOUT 110 MILLION A YEAR. WHERE IS THE TRANSPARENCY OF HOW IS THAT MONEY BEING SPENT? NOT ONLY THIS YEAR, BUT THE LAST NINE YEARS. >>THANK YOU MISTER BUZBEE THAT IS TIME. WE WILL NOW MOVE ON TO THE NEXT SUBJECT, WHICH IS CRIME. I KNOW WE WANT TO GET EVERYBODY ON THESE TOPICS. THE QUESTION IS EVERYONE ON THE STAGE EXCEPT MAYOR TURNER’S IS CRIME IS WORSE THAN EVER IN HOUSTON, BUT YET CRIME STATISTICS SHOW THE NUMBER OF MURDERS, ROBBERIES AND BURGLARIES HAVE DROPPED SINCE 2015. WHY DO YOU THINK CRIME IS SO BAD IN HOUSTON? THIS TIME MISTER BUZBEE YOU HAVE THE FLOOR FIRST. >>I WILL TELL YOU WHY I KNOW CRIME IS WORSE IN HOUSTON THAT IT HAS BEEN PREVIOUSLY. I HAVE KNOCKED ON ,140,000. I HAVE MET 25,000 PEOPLE I KNOW THAT HPD CRIME STATS, THEY WANT TO REFERENCE 30 YEAR AGO CRIME STATS AND I KNOW HPD TURNS AND ITS STATS TO THE FBI. I KNOW THAT A SMASH AND GRAB THEM WHEN THEY BREAK YOUR WINDOW AND TAKE YOUR COMPUTER, COPS DON’T SHOW UP AND IT DOESN’T GET REPORTED. WHEN SOMEBODY STEALS YOUR PACKAGE OFF YOUR FRONT PORCH IT DOESN’T GET REPORTED. I KNOW THAT THERE WERE MULTIPLE CRIMES AND MEMORIAL LAST NIGHT, NONE OF WHICH WERE REPORTED. SO WHEN YOU HAVE A MAYOR WHO WANTS TO RELY ON STALE FBI STATISTICS, I KNOW WHERE THOSE CAME FROM. THERE IS 23,000 DOCUMENTED GANG MEMBERS IN THE CITY OF HOUSTON. EVEN THIS MAYORS POLICE CHIEF SAYS WE HAVE AN ONGOING GANG WAR IN HOUSTON. WE SHOULD BE TALKING ABOUT THIS AND DOING SOMETHING. >>THANK YOU, MISTER BOYKINS. >>YOU TELL THOSE FAMILY MEMBERS THAT HAVE LOST A LOVED ONE DUE TO CRIME THAT CRIME STATS ARE DOWN. AS A MAYOR OF THE CITY, ONE THING I CAN PROMISE YOU, I WOULD NEVER RESPOND TO THAT QUESTION AND BRAG TO THE NUMBERS BEING DOWN. I WOULD SAY WE ALWAYS HAVE TO BE BETTER UNTIL THE NUMBERS GET TO ZERO. MY PLAN IS SIMPLE, I WILL CREATE A 30-30 PLAN. THAT WOULD BE THAT POLICE OFFICERS THAT LIVE WITHIN THE CITY OF HOUSTON, WHICH IS ROUGHLY 1200 OUT OF 52, WHO WOULD BE ABLE TO TAKE PATROL CARS HOME, THAT THEY WOULD HAVE TO PATROL THEM WITHIN THEIR NEIGHBORHOOD 30 MINUTES BEFORE THEY GO TO WORK AND 30 MINUTES WHEN THEY RETURN, BUT THEY MUST PLACE THE CAR IN THE DRIVEWAY. THAT WOULD HAVE AN IMMEDIATE IMPACT WITH THE 5200 OFFICERS WE HAVE IN THE CITY OF HOUSTON. WE DON’T HAVE TO CONTINUE TO TALK ABOUT HOW MUCH MONEY AND HOW MANY MORE CLASSES WE NEED. WE NEED TO TALK ABOUT HOW TO WORK WITH WHAT WE HAVE. AS YOUR MAYOR I WILL MAKE CERTAIN WE IMPLEMENT A COMMUNITY POLICING PROGRAM. I AM ALSO GRATEFUL THAT MAYOR LEE BROWN WHO CREATED THE PROGRAM SUPPORTED MY CAMPAIGN. >>I’VE BEEN TRACKING THE CRIME STATS SINCE 2000 AND LET ME CORRECT SOMETHING THAT YOU SAID. THE FBI CRIME STATS, AND WHAT I HAVE SAID, SHOWS THAT VIOLENT CRIME IS UP IN THE FIRST TWO YEARS OF THIS ADMINISTRATION. BY THE WAY, THOSE ARE THE ONLY FBI STATS WE HAVE RIGHT NOW, 2016 AT 2017. IN 2017 VIOLENT CRIME WAS 16.4% HIGHER THAN IT WAS IN 2015. THIS WAS AFTER A LONG DECLINE IN VIOLENT CRIME. IT’S THE FIRST UPTICK WE HAVE HAD. ANOTHER HAS SOME PRELIMINARY DATA RELEASED SUGGESTING IT CAME DOWN SOME IN 2018, BUT WE DO NOT HAVE THE OFFICIAL FBI STATISTICS FOR 2018. THE ONLY OFFICIAL NUMBERS WE HAVE SHOW THAT VIOLENT CRIME IS UP BY 16.4% IN THE FIRST TWO YEARS OF THIS ADMINISTRATION. >>MISTER TURNER, OR MAYOR TURNER. >>THE CHRONICLE DID A DETAILED ANALYSIS ON THIS RECENTLY AND BASED ON WITH A COMICAL SET AS IT RELATES TO THESE TWO GENTLEMEN, IT’S THAT THEY ARE DISTORTING THE FACTS AND MISLEADING VOTERS. NOW IF IT’S ONE PRIME, IT’S ONE TIME TOO MANY. BUT IF THE FACTS, IF THE CRIME RATES COME THE NUMBERS ARE GOING DOWN IN MOST CATEGORIES, THOSE ARE THE FACTS. WE ARE IN A 30 YEAR LOW ACROSS THE COUNTRY WHEN IT COMES TO CRIME. BUT LET ME TELL YOU WHAT WE HAVE BEEN DOING. AND EVERY SINGLE YEAR THAT I HAVE BEEN MAYOR WE HAVE PUT IN PLACE FIVE CADET CLASSES, FUNDING THEM FULLY. SINCE I HAVE BEEN MAYOR, WE HAVE ADDED 200 POLICE OFFICERS OVER AND ABOVE THE NUMBER WHEN I CAME IN. WE ARE NOW AT 5300. WE NEED ABOUT ANOTHER 600 AND WE ARE MOVING IN THAT DIRECTION. WE ARE WORKING IN HUMIDITIES THAT HAVE BEEN UNDERSERVED AND UNDER RESOURCED TO IMPROVE THE CONDITIONS THAT PROVIDE PEOPLE WITH JOBS, BECAUSE IT IS NOT JUST POLICING LAW ENFORCEMENT, ITS COMMUNITIES WORKING WITH LAW ENFORCEMENT TO MAKE A SAFE COMMITTEE. I AM PROUD IN THE DIRECTION WHICH WE ARE GOING. >>MRS. SUE LOVELL. >>WHEN YOU ASK THE DISTRICT ATTORNEY’S OFFICE ABOUT THEIR INTAKE, THEY WILL TELL YOU CRIME IS UP, BECAUSE THEIR INTAKES ARE UP, SO CRIME IS UP. EVERYBODY KNOWS CRIME IS UP, WHO HAS BEEN THE VICTIM OF PETTY CRIME, WHICH IS RAMPANT IN THIS CITY. WHEN YOU CALL AND SAY MY CAR IS BROKEN INTO, SOMETHING WAS STOLEN, YOU ARE TOLD YOU CAN GO ONLINE AND FILL OUT A FORM, OR SOMETHING ELSE. YOU DON’T HAVE AN OFFICER THAT COMES TO VISIT WITH YOU, OR QUITE FRANKLY THAT YOU THINK IS TAKING YOU SERIOUSLY. AND IT’S SERIOUS BUSINESS TO OUR PEOPLE AND OUR NEIGHBORS WHEN THEIR CARS ARE BROKEN INTO. IT TAKES AWAY THEIR SAFETY, IT MAKES THEM FEEL UNSAFE THAT SOMEBODY IS GOING THROUGH THEIR CAR STEALING THEIR PACKAGES. YOU KNOW, THE ONLY TIME I SEE ANY POLICE OFFICERS COME THROUGH MY NEIGHBOR HAD IS WHEN THEY ARE GOING FROM ONE PLACE TO ANOTHER. MY IDEA OF GOOD POLICING IS TO KEEP CRIME DOWN AND HAVE POLICE OFFICERS IN YOUR NEIGHBORHOOD DOING NEVER HAD POLICING, POLICE THAT YOU KNOW AND YOU CAN TALK TO. >>WE WANT TO MOVE ON TO THE NEXT QUESTION INVOLVING CRIME AND POLICING. WE WILL START WITH COUNCILMAN DWIGHT BOYKINS . THE CITY WAS LEFT STUNNED AS WE WATCHED DISHONESTY WITHIN HPD UNFOLD IN THOSE HARD-HITTING STREETS. HOW DO YOU RESTORE THE PUBLIC’S TRUST IN HPD AND INVESTIGATORS? DO YOU BELIEVE POLICE NEED MORE POLICING? LET’S START WITH YOU, COUNCILMAN. >>ABSOLUTELY, THE FIRST THING WE WILL DO IS REPLACE THE POLICE CHIEF. WE WILL GET A CHIEF WITHIN THE RANKS OF THE POLICE DEPARTMENT THAT I THINK IS MORE FOCUSED ON NEIGHBORHOOD ISSUES AND LESS FOCUSED ON, I CALL IT HOLLYWOOD AND THE TV CAMERA. I THINK IT’S IMPORTANT PEOPLE FEEL THEY HAVE CONFIDENCE AND TRUST IN THE POLICE OFFICERS. AND WHEN YOU LOOK AT WHAT HAPPENED ON HARDING STREET, YOU TALK ABOUT A SITUATION WHERE I WAS AT THE HOSPITAL, THE MAYOR WAS THERE. WE WERE ALL PRETTY MUCH RESTING JUDGMENT IN TERMS OF ASSUMING SOMEONE ELSE HAD TAKEN THE LIVES OF THESE TWO INDIVIDUALS. SO I FELT BAD THAT I WAS GIVING BAD INFORMATION. I THINK IT’S TIME TO FIND LEADERSHIP THAT WILL FOCUS ON THESE NEIGHBORHOOD ISSUES. ALONG WITH THE PROGRAM I WILL IMPLEMENT, THE 30-30 IN TERMS OF BRINGING PATROL CARS HIM TO DEAL WITH TIME IN OUR COMMUNITY. >>MISTER KING. >>TOMORROW I WILL PUT ON MY WEBSITE THE FBI STATISTICS THAT SHOW IN 2017 WE HAD 25,683 VIOLENT CRIMES AND IN 2015 WE HAD 21,938 VIOLENT CRIMES AND IF SYLVESTER OR THE HOUSTON CHRONICLE IS DIFFERENT FBI STATISTICS I WOULD LIKE YOU TO PUT THAT UP ON THE WEBSITE. THIS IS A LACK OF SUPERVISION AND MANAGEMENT. WHAT WE FOUND OUT IS MOST CITIES AROUND THE COUNTRY HAVE EITHER BANNED NO KNOCK RATES COMPLETELY OR HAVE VERY STRICT CONTROLS. WE HAVE NOT BANNED THEM AND WE HAVE NO CONTROLS. WE STILL HAVE MUNICIPAL JUDGES SIGNING OFF ON NO KNOCK RATES. NOBODY IN THE COUNTRY DOES THIS. THIS IS THE PROBLEM IN THIS ADMINISTRATION, WE ARE NOT MANAGING HIS DEPARTMENTS, WE SHOULD HAVE KNOWN THIS WAS OUT OF STEP WITH THE REST OF THE COUNTRY AND WE WOULDN’T HAVE HAD THIS TRAGEDY. >>MAYOR TURNER. >>OUR CHIEF AND COMMAND STAFF AND OFFICERS ARE DOING AN OUTSTANDING JOB, AN OUTSTANDING JOB COVERING 640 SQUARE MILES. THESE POLICE OFFICERS ARE PUTTING THEIR LIVES ON THE LINE EVERY SINGLE DAY. AND I AM VERY, VERY PROUD OF EACH AND EVERY ONE OF THEM. NOW DO MISTAKES HAPPEN? ABSOLUTELY. WHEN THOSE MISTAKES HAPPEN AND WHEN THINGS ARE DONE CONTRARY TO POLICY AND PROCEDURE AND PRACTICES YOU CALL PEOPLE ON THE CARPET AND HOLD THEM ACCOUNTABLE. THAT IS WHY WE HAVE HAD NO PROBLEMS COOPERATING WITH THE HARRIS COUNTY DISTRICT ATTORNEY’S OFFICE, THE FBI, INVITING PEOPLE TO COME AND LOOK AT EVERY SINGLE FILE. THE POLICE DEPARTMENT AND CITY OF HOUSTON, WE HAVE TURNED OVER THOUSANDS OF FILES TO THE HARRIS COUNTY DISTRICT ATTORNEY’S OFFICE. WHEN SOMEBODY GOES ASTRAY WE ARE NOT TRYING TO CIRCLE THE WAGONS AND PROTECT THEM, WE HOLD THEM ACCOUNTABLE. LET’S NOT DISPARAGE THE ENTIRE FORCE AND THE 99% OF POLICE OFFICERS WHO ARE DOING AN ASTOUNDING JOB EVERY SINGLE DAY. AND I WILL NOT APOLOGIZE FOR THAT. >>LET’S BE CLEAR ABOUT THAT. >>MISSED SUE LOVELL. >>THANK YOU. LET’S BE CLEAR, OUR TWO FELLOW CITIZENS WERE MURDERED SITTING IN THEIR OWN HOUSE. THE MAYOR BROUGHT UP THE DISTRICT ATTORNEY’S OFFICE. THE DISTRICT ATTORNEY DETERMINED THAT IT WAS A RAID THAT WAS NOT PROPER. SHE INDICTED THE POLICE OFFICER , SHE SAID HE HAD NO REASON TO BE THERE. AND BECAUSE OF THAT, HE WAS INDICTED AND ARRESTED FOR MURDER. THAT’S CLEAR, THAT’S THE FACTS. SHE APOLOGIZED TO THE FAMILY, AS I WAS SO PROUD TO HEAR HER DO. HERE’S ANOTHER FACT, OUR CHIEF OF POLICE KEEPS SAYING PROBABLE CAUSE TO BE AT THAT HOUSE. THE DA SAYS NO AND DID AN INDICTMENT AND ARRESTED AND IS MOVING FORWARD. OUR POLICE CHIEF SAYS OH NO, WE HAVE PROBABLE CAUSE TO BE THERE AND IS STILL DEFENDING THE ACTIONS. MAYOR, WHO DO YOU BELIEVE? THE DISTRICT ATTORNEY, OR THE POLICE CHIEF. IT CAN’T BE BOTH WAYS. >>MISTER BUZBEE. >>LIKE A TYPICAL POLITICIAN, MAYOR TURNER WANTS IT TO MAKE US AGAINST THE POLICE. I AM A MARINE CORPS CAPTAIN, I LOVE THE POLICE, SISTER IS HUSBANDS WITH HPD AND HAS BEEN THERE FOR MORE THAN 20 YEARS. FOR HIM TO STAND THERE AND TALK ABOUT TRYING TO SAY IF YOU ARE AGAINST WHAT HAPPENED THERE YOU ARE AGAINST THE POLICE, THAT’S EXACTLY WHAT’S WRONG. THAT IS EXACTLY THE KIND OF POLITICS RUINED IN THIS CITY. THERE IS A SYSTEMIC ISSUE WITHIN THE HOUSTON POLICE DEPARTMENT WOULD ALLOW THAT TO HAPPEN, A NO KNOCK RAID WITH SOMEBODY IN PLAINCLOTHES WHO KNOCKED ON YOUR DOOR, SHOOTS YOUR DOG, SHOOTS YOUR WIFE AND THEN SHOOTS YOU AND TELLS YOU. THEN THE POLICE CHIEF SAYS WE WERE HERE FOR A REASON. WHEN WE ALL KNOW NOW THAT THE LIES THAT WERE TOLD IN THAT AFFIDAVIT WERE TOLD TO A MUNICIPAL JUDGE APPOINTED BY THIS MAYOR. TAKE RESPONSIBILITY! HOW ABOUT HAVE THE MAYOR AND THE POLICE CHIEF APOLOGIZED TO THIS FAMILY. AND WHEN YOU SAY QUOTE, MISTAKES HAPPEN, THAT AIN’T A MISTAKE. YOU KILLED TWO PEOPLE. IT’S A LOT BIGGER THAN A LITTLE MISTAKE. WE CAN DO A LOT BETTER THAN THAT. >>WE WANT TO GO ON TO OUR NEXT TOPIC. WE WANT TO START WITH YOU MISTER KING. THIS IS ON EDUCATION. WITH THE STATE TAKEOVER LOOMING RIGHT NOW, HOW WOULD YOU FIX HISD? >>OF COURSE THE CITY HAS VERY LITTLE RESPONSIBILITY FOR HISD. THERE IS AN INDEPENDENT SCHOOL BOARD. I DO NOT THINK THE CITY SHOULD BE TRYING TO TAKE OVER THE SCHOOLS. I DON’T THINK THE MAYOR OUGHT TO BE SITTING UP CHARTER SCHOOLS TO TAKE OVER. WE HAVE ENOUGH THINGS TO DO. WE ONLY SOLVED 6% OF OUR BURGLARIES. ONCE WE START SOLVING MORE THAN THAT MAYBE WE CAN DIG ABOUT DOING SOMETHING ELSE. BUT IN TEXAS WE HAVE INDEPENDENT SCHOOL BOARDS FOR A REASON. WE HAVE EASILY HAVE ONE THAT IS BROKEN AT HISD. WE HAVE ELECTIONS COMING UP , I HOPE EVERYBODY WILL GO VOTE IN THE SELECTIONS. FRANKLY THE TURNOUT AT HISD ELECTIONS IS ABYSMAL. ONE TRUSTEE GOT ELECTED LAST ELECTION WITH A 4% VOTER TURNOUT. IT’S INCREDIBLY IMPORTANT FOR YOU TO GO OUT AND ELECT RESPONSIBLE MEMBERS AT HISD. THE CITY’S RESPONSIBILITY WITH RESPECT TO THE SCHOOL DISTRICTS, ENTER BY THE WAY THERE ARE SEVEN SCHOOL DISTRICTS WITHIN THE CITY OF HOUSTON, OUR RESPONSIBILITY IS TO SUPPORT THEM AND MAKE SURE THERE IS GOOD LIGHTING ON THE STREETS, POLICE PATROLLING THE AREA. OUR JOB IS TO SUPPORT THEM, NOT TO TAKE OVER AND TRY TO RUN THE SCHOOLS MIKE WAS HAPPENING IN THIS ADMINISTRATION. OR ATTEMPTING TO. MIKE MAYOR TURNER. >>NO ONE IS TRYING TO TAKE OVER THIS SCHOOL DISTRICT. BUT AS THE MAYOR OF THE CITY OF HOUSTON WE DO HAVE THE RESPONSIBILITY TO WORK FOR EVERY SINGLE KID IN OUR CITY AND SEE THAT THEY GET EVERYTHING THEY ARE DESERVING OF. IT IS IMPORTANT FOR THE CITY TO WORK WITH EVERY SCHOOL DISTRICT. IT IS IMPORTANT FOR US TO LOOK AT THOSE SCHOOLS THAT WERE NOT PERFORMING AS WELL AND TO SEE HOW WE CAN PARTNER WITH THE SCHOOL DISTRICT IN ORDER TO ENHANCE THE SCHOOLS, TO WORK WITH THE COMMUNITY, THE PARENTS, THE TEACHERS, TO BE IN THESE CLASSROOMS IS THE MAYOR OF THE CITY, AND TO LET THESE KIDS KNOW THAT YOU CAN COME FROM A NEIGHBORHOOD LIKE THE ONE I GREW UP IN AND YOU CAN STILL GROW UP TO BE A MAYOR. WE DO HAVE THE RESPONSIBILITY OF BEING GOOD MENTORS AND HELPING TO PROVIDE RESOURCES THAT CAN ASSIST ANY SCHOOL AND EVERY SCHOOL TO IMPROVE. YOU CAN’T HAVE A DYNAMIC CITY WITHOUT HAVING A GOOD QUALITY EDUCATIONAL SYSTEM. NOW WITH REGARDS TO THE GOVERNANCE, THAT’S ONE ISSUE. HOWEVER IT TURNS UP, THE CITY HAS THE RESPONSIBILITY TO WORK FOR OUR KIDS. >>THAT’S TIME, MAYOR. MISS LOVELL. >>AS FOR PROP B THE VOTERS VOTED AND YOU RESCINDED THEIR VOTE. I HONOR THE VOTE THAT PEOPLE ELECT SCHOOL BOARD MEMBERS, EVEN IF I DIDN’T AGREE. I AM OPPOSED TO THE TAKEOVER BECAUSE I BELIEVE WE HAVE THE RIGHT TO VOTE FOR AND HAVE OUR OWN REPRESENTATIVES. MY CHILDREN WENT TO HISD , MY GRANDDAUGHTER IS GOING TO HISD AND I BELIEVE THAT THE MAJORITY OF HISD SCHOOLS ARE WONDERFUL WITH GOOD PRINCIPLES AND TEACHERS AND THEIR STUDENTS ARE LEARNING. BECAUSE WE HAVE FAILURE OF A COUPLE OF SCHOOLS SHOULD NOT SUSTAIN STAIN THE REPUTATION AND MAKE A SCHOOL DISTRICT BAD. WHAT WE HAVE IS A RESPONSIBILITY AND AS MAYOR IS TO BE A PARTNER AND FIND OUT HOW WE CAN HELP THOSE FAILING SCHOOLS HAVE SCHOOLS THAT ARE JUST AS UP TO PAR AS THE SCHOOLS THAT ARE DOING WELL. AND YOU HAVE A BULLY PULPIT IS THE MAYOR AND YOU USE IT TO MAKE IT HAPPEN. >>I AM A PRODUCT OF PUBLIC SCHOOL AS WELL. MY MOTHER WORKED IN MY HIGH SCHOOL CAFETERIA AND DROVE OUR SCHOOL BUS. ALL FOUR KIDS IN MY FAMILY, WE GRADUATED FROM PUBLIC SCHOOL. A SCHOOL MUCH SMALLER THAN HISD. LOOK, HISD AND OTHER SCHOOL DISTRICTS IN HOUSTON, BUT HISD AND THE CITY OF HOUSTON, WE ARE JOINED AT THE HIP. IF HISD FAILS OR HAVE A BAD PERCEPTION , THEN HOUSTON FAILS AND HAS A BAD PERCEPTION. WE HAVE TO DO EVERYTHING WE CAN AS AN ADMINISTRATION TO HELP HISD. THAT’S NOT SUGGESTING THAT WE TRY TO, YOU WE KNOW MORE THAN YOU AND WE ARE GOING TO TAKE YOU OVER BECAUSE YOU ARE AUTONOMOUS AND HAVE YOUR OWN GOVERNING BODY. THERE IS A LOT OF THINGS THE CITY CAN DO TO HELP HISD. LET’S NOT FORGET , MOST YOUNG FAMILIES WHO HAVE YOUNG CHILDREN DECIDING WHERE THEY ARE GOING TO LIVE, THEY MAKE THAT DECISION BASED ON SCHOOLS. THAT’S THE NUMBER ONE CONSIDERATION. WE HAVE TO MAKE SURE HISD IS SERVING THE CITIZENS AND RESIDENTS OF THE CITY OF HOUSTON. THAT WILL BE MY PRIMARY MISSION.>>TEXAS SOUTHERN UNIVERSITY AND I’M GRATEFUL FOR WHAT EDUCATION HAS DONE IN MY LIFE. IT QUALIFIED ME TO BE PREPARED TO MARRY MY WIFE OF 35 YEARS, THANK YOU SO MUCH FOR THAT. LET ME TELL YOU, AS A CITY, WE MUST BE ABLE TO WORK CLOSER WITH OUR SCHOOL SYSTEM. BUT MY PRIMARY FOCUS WILL BE SO MUCH OF THAT. IT WILL BE TO MAKE CERTAIN WE GET DRAINAGE CORRECTED IN RESIDENTIAL NEIGHBORHOODS, CRIME DOWN IN OUR NEIGHBORHOODS, MAKE SURE THE MEN AND WOMEN OF THE HOUSTON FIRE DEPARTMENT AND POLICE DEPARTMENT ARE NOT PUTTING IN WORK AGAINST ONE ANOTHER, WE ARE WORKING TOGETHER TO DO WITH THE VOTERS IN THE CITY HAVE MANDATED FOR THE ELECTED OFFICIALS TO DO. YOU KNOW, WHEN I DECIDED TO RUN FOR MAYOR AND WAS VERY CLEAR FOR ME. GOD ORDAINED ALL OF US WITH DIFFERENT SKILLS AND TALENTS. THE BOOK OF MATTHEW TALKS ABOUT BEING A SERVANT. MY WIFE AND I, THAT’S ALL WE ARE, WE SERVE PEOPLE. I’M NOT A POLITICIAN, I AM A PUBLIC SERVANT, I SERVE PEOPLE AND THAT IS WHAT MY CALLING IS. I CAN TELL YOU THIS, WE WILL MAKE CERTAIN YOU HAVE THE BEST SCHOOL SYSTEM WITH THE HELP OF THE CITY. >>FOR THIS QUESTION I WOULD LIKE US TO FOCUS ON IMMIGRANTS AND MINORITIES. THE DATA THAT WILL BE COLLECTED IN THE 2020 CENSUS ENSURES EQUAL REPRESENTATION OF ACCESS TO GOVERNMENTAL RESOURCES. HOWEVER, HISTORICALLY CERTAIN GROUPS HAVE BEEN UNDERREPRESENTED. HOW WILL YOU MAKE SURE THAT EVERY PERSON AND EVERY HOUSEHOLD IS ACCOUNTED FOR? MAYOR? >>THE CITY OF HOUSTON IS ALREADY CONTRACTED WITH A CONSULTING FIRM, A HISPANIC FIRM SPECIFICALLY ON THIS CENSUS. WE HAVE ALREADY GOTTEN STARTED TO WORK WITH OTHER STAKEHOLDER GROUPS, WORKING WITH THE HOUSTON ENDOWMENT AND OTHERS TO MAKE SURE THAT EVERY SINGLE PERSON IN OUR CITY IS COUNTED. WE ARE ALSO WORKING IN COLLABORATION WITH THE COUNTY WITH THE COMMISSIONERS AND OTHERS. BECAUSE IT IS A JOINT EFFORT. EVERY SINGLE PERSON THAT WE FAIL TO COUNTER AND ASSIST IN THE CENSUS, THE CITY OF HOUSTON STANDS TO LOSE ABOUT $1500. IT’S IMPORTANT. IT DOESN’T MATTER WHERE YOU COME FROM, IT DOESN’T MATTER WHAT YOUR LANGUAGE IS OR AT THIS, IT’S IMPORTANT FOR US TO COUNT EVERYONE. NOW WITH ALL OF WHAT WE ARE HEARING ON THE FEDERAL LEVEL AND WITH PEOPLE BEING SOMEWHAT SCARED TO FILL OUT THE FORMS AND GO ONLINE ARE ASKED TO RESPOND TO PEOPLE AT THE DOOR, IT’S IMPORTANT WE WORK WITH THE VARIOUS STAKEHOLDERS AND COMMUNITY GROUPS IN THESE COMMUNITIES, DIVERSE COMMUNITIES , TO ENSURE THAT WE HAVE A MAC RESPONSE TO THE SENSES. >>THINK YOU MAYOR, MRS. LOVELL . >>IS IMPORTANT BECAUSE FEDERAL DOLLARS FLOW, REDISTRICTING IS IMPACTED, WHICH WE HAVE NEXT YEAR. AS YOU MAYOR, I WOULD FIRST WORK WITH THE GROUPS IN THE NEIGHBORHOODS TO GET THE WORD OUT THAT IT IS EXTREMELY IMPORTANT FOR EVERYONE TO BE COUNTED AND YOU CAN FEEL SAFE AND SECURE THAT IF YOU FILL OUT THAT CENSUS DATA, NOTHING BAD WILL HAPPEN TO YOU. AND IF WE LAID THE GROUNDWORK OF PEOPLE FEELING SECURE, SAFE AND UNDERSTANDING THOSE DOLLARS GO TO CLINICS TO HELP CHILDREN AND THE NEIGHBORHOOD AND THOSE DOLLARS MAKE SURE WE HAVE EQUAL REPRESENTATION WHEN REDISTRICTING HAS, I BELIEVE WE CAN ADVOCATE CENSUS. THE TOWN MUST COME FROM THE TOP, FROM THE MAYOR WORKING WITH PEOPLE AND NEIGHBORHOODS TO LET PEOPLE KNOW THEY CAN BE HONEST AND OPEN AND FILL OUT THE DATA SO WE CAN GET THE MONEY AND THEIR LIVES CAN BE BETTER AND THEY CANNOT DISTRICTS WITH PEOPLE THAT LOOK LIKE THEM REPRESENTING THEM. >>THANK YOU. MISTER BUZBEE. >>I DON’T SEE PEOPLE AS ANOTHER $1500, THAT’S NOT THE WAY I LOOK AT IT. WHAT I WANT IS HOUSTON TO BE BIGGER THAN CHICAGO. THAT’S WHAT I WANT, BECAUSE I THINK HOUSTON IS BIGGER THAN CHICAGO IF EVERYBODY GETS COUNTED. AND POLITICIANS, CAREER POLITICIANS LOOK AT EVERY SINGLE PERSON AS A DOLLAR FIGURE. I LOOK AT EVERY SINGLE PERSON AS A PERSON. WHAT CAN THEY DO TO MAKE THE CITY BETTER? THAT’S WHAT I’M FOCUSED ON. WE TALK ABOUT THE CITY OF HOUSTON WE ARE THE MOST DIVERSE CITY IN THE COUNTRY, BUT DO WE REALLY CELEBRATE DIVERSITY? LOOK AT THE END WBE PROGRAM IN THE CITY OF HOUSTON WITH THE OFFICE OF BUSINESS OPPORTUNITY INDIVIDUAL RESIGNING BECAUSE OF ALLEGATIONS AND IS COMPLETELY CORRUPT, IT’S COMPLETELY CORRUPT . THE LAWSUIT I FILED WHERE 279 MINORITY OWNED WOMEN BUSINESS ENTERPRISES NAMES WERE USED TO GET PRIME CONTRACTS AND NOT ONE OF WHICH WAS EVER EVEN CONTACTED. THAT HAPPENED UNDER THE MAYOR’S WATCH. IF WE’RE GOING TO TALK ABOUT DIVERSITY, LET’S ACTUALLY CELEBRATE DIVERSITY IN THE CITY.>>THANK YOU MISTER BUZBEE , COUNCILMAN. >>THE MAYOR IS ABSOLUTELY CORRECT, THE COUNCIL WOULD APPROVE A CONTRACT FOR A HISPANIC FIRM TO HANDLE THE CENSUS FOR US. FOR THOSE WHO MAY NOT BE AWARE, IT’S FEDERAL RESOURCES, A FEDERAL PROGRAM THAT MAKES CERTAIN WE DO AS CLOSE TO AN ACCURATE COUNT, BECAUSE YOU HAVE CONGRESSIONAL SEATS WITH REDISTRICTING COMING UP. ALSO I ADVOCATED TO MAKE CERTAIN WE HAVE AN AFRICAN- AMERICAN FROM PARTNER WITH THEM TO MAKE CERTAIN THE DIVERSITY WAS REAL, BECAUSE WE KNOW TO GET AN ACCURATE COUNT IT’S VERY IMPORTANT THAT PERSON FEEL COMFORTABLE ON THE OTHER SIDE OF THAT DOOR AND ANSWER THE DOOR TO SAY OKAY I FEEL COMFORTABLE GIVING YOU MY CONFIDENTIAL INFORMATION. AND SO I WOULD CONTINUE AS MAYOR TO SUPPORT THIS INITIATIVE. I THINK WE NEED TO MAKE CERTAIN WE ARE PREPARED TO MOVE TOWARDS NEW CONGRESSIONAL LINES WITH THE NEXT LEGISLATURE COMING UP AND IT’S IMPORTANT WE HAVE A REAL COUNT. >>THANK YOU. MISTER KING. >>I THINK WE ALL AGREE GETTING THE BEST POSSIBLE COUNT IS IMPORTANT, IT DOES MEAN FEDERAL DOLLARS TO THE CITY, WHICH IS IMPORTANT. FRANKLY I AGREE WITH SYLVESTER AND COUNSEL HAVE DONE AND I COMMEND YOU FOR HAVING DONE THAT. I THINK IT WILL HELP WITH THE COUNT. I WANT TO SAY ONE THING ABOUT THE REDISTRICTING INITIATIVE, ARE WE GOING TO HAVE TO REDISTRICT COUNSEL AFTER WE GET THE CENSUS IN? AND WE HAVE A DISTRICT E AND MOVE TO COMMUNITIES SEPARATED BY ALMOST 30 MILES IN THE SAME DISTRICT. IT IS RIDICULOUS, THOSE ABSOLUTELY NEED TO BE SPLIT. I THINK TO MAINTAIN THE DIVERSITY ON CITY COUNCIL WE WILL PROBABLY NEED TO ADD A COUPLE MORE SINGLE-MEMBER DISTRICTS, BUT I WILL ABSOLUTELY NOT SUPPORT A REDISTRICTING PLAN THAT PUTS CLEARLAKE AND KINGWOOD IN THE SAME DISTRICT ANYMORE. >>MAY RETURN I WILL GIVE YOU A CHANCE TO REBUTTAL WITH WHAT MAYOR BUZBEE SAID. >>I DIDN’T WANT TO GO HERE, SINCE WE ARE TALKING ABOUT PUBLIC CORRUPTION, AND DALLAS THERE WAS A FEDERAL JUDGE THAT REMOVED ALL 85 OF YOUR CASES FROM JUDGE KENT BECAUSE OF CORRUPTION ON CONFLICTS, ALL 85 OF THEM. NOW WHAT WAS HE DOING FOR YOU? AND WHAT WERE YOU DOING FOR HIM? FOR ALL OF THOSE CASES TO BE REMOVED. ANY TIME PEOPLE START ABOUT ERUPTION THAT LOOK IN THE MIRROR OF THE MAYBE TALKING ABOUT THEMSELVES. >>MAYBE I SHOULD RESPOND TO THAT. >>OKAY, WE WILL GIVE YOU 30 SECONDS. >>I WAS A FIRST-YEAR LAWYER. HE IS TALKING ABOUT SOMEBODY WHO HAD NOTHING TO DO WITH IT. I WAS A FIRST-YEAR LAWYER. I GOT A CALL TODAY FROM A PI THAT SET I GOT CONTACTED BY THE TURNER CAMPAIGN. THEY ARE SO DESPERATE, THEY ARE SO DESPERATE BECAUSE THEY ARE LOSING. THEY’RE LOOKING FOR ANYTHING AND THEY WILL GO BACK TO WHEN YOU WERE A FIRST-YEAR LAWYER AND TALK ABOUT WHAT YOU DID WHEN YOU WERE AND WATER BEHIND THE EARS LAWYER AND IGNORE THE 95,000 OTHER INTERN WE ARE ALL TALKING ABOUT ON TV RIGHT NOW. WE ARE GOING TO DO BETTER THAN THAT, A LOT BETTER. >>THAT WRAPS UP THE QUESTION PORTION OF OUR DEBATE TONIGHT. AT THIS TIME, EACH CANDIDATE WILL GIVE THEIR ONE MINUTE LOSING DAMON. >>AND THE CANDIDATES DREW FOR THE ORDERING COUNCILMAN BOYKINS , IT LOOKS LIKE YOU ARE FIRST. >>IT IS TIME FOR REAL LEADERSHIP IN THIS CITY. I HAVE HAD AN OPPORTUNITY TO SERVE ON THE HOUSTON CITY COUNCIL FOR SIX YEARS AND I’M GRATEFUL THE RESIDENTS OF DISTRICT E GAVE ME THIS OPPORTUNITY. I ALSO WANT TO SAY IT IS IMPORTANT WE BRING HONEST TRUSTWORTHINESS TO THE NEXT CITY COUNCIL AND MAYOR SEE. I THINK AS WE HAVE GONE THROUGH, I HAVE HAD AN OPPORTUNITY TO SERVE WITH MAYOR PARKER AND MAYOR TURNER AND I DON’T SEE THE HONESTY AND TRUSTWORTHINESS IN TERMS OF HOW WE ARE RUNNING THIS GOVERNMENT. GENERA AND I HAVE BEEN MARRIED 30 YEARS AND GOD GIVES EVERYONE A GIFT. WE WERE NOT BLESSED WITH CHILDREN, BUT I DO KNOW THIS, GOD HAS PUT SOMETHING IN US TO BE ABLE TO BLESS OTHERS. AND THAT’S WHAT WE DO, WE ARE PUBLIC SERVANTS AND SERVE THIS COMMUNITY. AS YOUR MAYOR I CAN PROMISE YOU THAT IF YOU HELP MY WIFE BECOME A — PERSON WE WILL WORK TO MAKE THE CITY BETTER FOR ALL. >>OUR SECOND UNIT IS CLOSING STATEMENTS, SUE LOVELL. >>THANK YOU FOR HOSTING ME. I AM A PROVEN EXPERIENCE LEADER, I WAS ON CITY COUNCIL FOR SIX LEADERS AND HAVE A RECORD OF SERVICE. I THINK WHAT PEOPLE WANT TO KNOW IS WHY DID YOU DECIDE TO RUN? I DECIDED TO RUN BECAUSE I BELIEVE WE NEED LEADERSHIP AND A CHANGE. WE ARE BEING REACTIVE AND PROACTIVE. AS I STARTED TO RUN, HAVE COURSE TALKED TO MY FAMILY. ALL OF YOU KNOW, MY CHILDREN HAVE BEEN DRUG AROUND THROUGH CAMPAIGN AND CAMPAIGN. THEY TOLD ME MOM, YOU WERE SO HAPPY AND SO IT, SO EFFECTIVE. YOU LOST ANYONE, BUT YOU HAVE WORKED FOR THE CITY. SO WHAT ARE YOU GOING TO TELL YOUR GRANDCHILDREN IF YOU DECIDE NOT TO RUN? WHAT WILL YOU TELL THEM? AND I COULDN’T ANSWER THAT. SO I WENT HOME AND TOLD MY GRANDDAUGHTER THAT I’M RAISING THAT I AM RUNNING FOR MAYOR. SHE WENT TO SCHOOL THE NEXT DAY, WALKED IN AND SAID MY GRANDMA AND I ARE RUNNING FOR MAYOR AND WE ARE GOING TO FIX THE CITY. I WOULD LIKE FOR YOU TO SEND ME AND MY GRANDDAUGHTER TO CITY HALL AND LED US FIX THE CITY. >>THANK YOU, THANK YOU. >>CANDIDATE BILL KING, YOUR CLOSING STATEMENT. >>THANK YOU. WE HAVE BECOME CYNICAL ABOUT GOVERNMENT. THINGS JUST DON’T SEEM TO WORK ANYMORE, ESPECIALLY IF YOU LOOK AT THE LAST FOUR YEARS. THE STREETS ARE STILL A MESS, WE ARE STILL FLOODING. I WANT TO CHALLENGE YOU TO IMAGINE THAT WE CAN DO BETTER THAN THIS. I WANT YOU TO IMAGINE A CITY WHERE WE DROVE ON SMOOTH STREETS , WHERE FAMILIES WENT TO BED EVERY NIGHT ON A STORMY NIGHT AND DIDN’T WORRY ABOUT WATER RUSHING INTO THEIR HOUSE, WHERE THE POLICE ACTUALLY PATROLLED YOUR NEIGHBORHOOD, WHERE THE TRASH IS PICKED UP ON TIME. WHERE WE HAVE A CITY THAT HAS A BALANCED BUDGET IS NOT COMING BACK AND CONSTANTLY HITTING YOU UP FOR MORE FEES AND TAX IS, WHERE CONTRACTS AND JOBS ARE AWARDED ON MERIT AND NOT BASED ON WHO YOU KNOW AT CITY HALL OR A CAMPAIGN CONTRIBUTION. MANY OF YOU WILL REMEMBER HOW CLOSE I CAME TO WINNING THIS ELECTION LAST TIME. IF YOU ALL HELP ME GET OVER THAT HUMP THIS TIME I PROMISE YOU WON’T HAVE TO IMAGINE THAT CITY, YOU WILL BE LIVING IT. >>MISTER TONY BUZBEE. >>THIS IS A TWO-PERSON RACE. EVERY POLL SHOWS IT AND WE ARE STANDING AT A CROSSROADS. ARE WE GOING TO BE THE CITY THAT WE ALL HOPE WE CAN BE? THE CITY THAT WE ARE TO BE? THE CITY WE KNOW WE COULD BE? OR ARE WE GOING TO BE THE CITY THAT WE ARE A LITTLE BIT AFRAID AND RAPIDLY BECOMING OUT OF THE CURRENT LEADERSHIP? AM NOT A CAREER POLITICIAN, HAVE NOT BEEN IN LEGISLATURE FOR 27 YEARS, I DON’T KNOW ANYBODY ANYTHING, I DON’T HAVE ANY CRONIES OR DONORS, AND NOT TAKING CAMPAIGN DONATIONS AND I’M NOT EVEN GOING TO TAKE A SALARY. I’M GOING TO TELL YOU WHAT I’M GOING TO DO, I’M GOING TO MAKE SURE THIS CITY IS BACK IN THE NATIONAL CONVERSATION. BECAUSE RIGHT NOW PEOPLE OUTSIDE THE CITY, THEY DON’T HAVE A LOT OF GOOD THINGS TO SAY ABOUT THE CITY OF HOUSTON. WE CAN DO BETTER. I AM A BUTCHER SON AND A SCHOOL BUS DRIVER SON, BUT I WANT TO BE THE MAYOR OF HOUSTON AND I HOPE YOU WILL SUPPORT ME. I’M ASKING FOR YOUR VOTE. >>AND FINALLY, MAYOR TURNER. >>THANK YOU. I AM SO PROUD OF THE CITY. THIS HAS ALWAYS BEEN A CAN-DO CITY. FOUR YEARS AGO WHEN I CAME IN THE OFFICE THE PENSION DEBT WAS $8.2 BILLION, COSTING THE CITY $1 MILLION A DAY. ALL THREE CREDIT RATING AGENCIES HAD GIVEN US A THUMBS DOWN. TOGETHER WE CAME TOGETHER. FOUR YEARS LATER THAT $8.2 BILLION UNFUNDED LIABILITY IS NOW 4.03 AND GOING DOWN, NO LONGER MILLION DOLLARS A DAY. AUTHOR CREDIT RATING AGENCIES HAVE GIVEN US A THUMBS UP. WHEN I CAME AND WE FACED THE GREATEST BUDGETARY DEBT IN THE CITY’S HISTORY, 160 MILLION. FIVE MONTHS LATER THE ENTIRE CITY COUNCIL UNANIMOUSLY APPROVED THAT BUDGET. A CONTRA IS OBLIGATED TO CERTIFY A BALANCED BUDGET FOR FOUR CONSECUTIVE YEARS. THE CONTROLLER HAS CERTIFIED BALANCED BUDGET. WE ARE WORKING ON FLOODING AND PUBLIC SAFETY. BUT ANYBODY WHO TELLS YOU THEY CAN DO IT ALL IN JUST FOUR YEARS , WELL GOOD LUCK. >>THAT WRAPS UP OUR DEBATE. GIVE ALL OF OUR CANDIDATES A BIG ROUND OF APPLAUSE TONIGHT. [ APPLAUSE ]>>AND OF COURSE WE WOULD LIKE TO THANK YOU ALL SO MUCH FOR BEING HERE WITH US TONIGHT AND ALSO JOINING US NOW AND ALSO ALL OF OUR CANDIDATES, THANK YOU SO MUCH FOR BEING HERE FOR THE FIRST MAYORAL DEBATE IN HOUSTON. >>DON’T FORGET THE ELECTION IS TUESDAY, NOVEMBER 5. FROM ALL OF US AT UNIVISION 45 ->>AND ABC13 HAVE A GREAT NIGHT FRIENDS.
